110 projects behind schedule, how will Quang Ngai handle it?

Quang Ngai currently has 110 projects behind schedule. Of these, 14 projects in Dung Quat Economic Zone are painfully behind schedule. In 2025, Quang Ngai will review the economic zone land fund, classify slow projects and handle them thoroughly.

On the afternoon of December 10, the 29th session of the 13th term Quang Ngai Provincial People's Council was "hot" with projects that were delayed for a long time. Delegates raised questions and sought solutions to thoroughly resolve the issue and avoid land waste.

Many projects behind schedule in Dung Quat are very painful.

Delegate Nguyen Thi Phuong Thao raised the issue: "Many projects have been granted investment policy decisions but are not implemented, affecting the investment attraction environment and wasting land. I would like to request the Director of the Department of Planning and Investment to inform us of the causes and solutions?".

Mr. Nguyen Van Trong - Director of the Department of Planning and Investment - informed that the whole Quang Ngai province has about 110 projects behind schedule. Of these, 28 projects have not been allocated land. The remaining 81 projects are behind schedule (14 projects in Dung Quat Economic Zone, 67 projects outside the economic zone), of which 24 projects have leased land, 57 projects have not leased land.

Objective reasons for slow progress are land issues; some projects where the State reclaims land are stuck in procedures leading to delays; others have changes in construction planning that must be implemented according to the conclusions of inspections and checks... Some projects are behind schedule due to investors' procrastination.

In the past, the department has consulted and resolved projects that can continue to be implemented. For investors who are slow to implement, there have been actions taken, but not much has been achieved. From 2021 to now, 61 projects behind schedule have been revoked.

"In the coming time, if any investor is determined to carry out the project, we will support them to resolve the problem. As for investors who are slow, the new Investment Law stipulates that projects that are more than 24 months behind schedule will be inspected and terminated," said Mr. Trong.

Delegate Luong Kim Son asked the Department of Natural Resources and Environment about land allocation and leasing for projects that have exceeded the 12-month deadline and must be recovered. How has it been implemented in the past and what are the solutions for the coming time?

Mr. Nguyen Duc Trung, acting director of the Department of Natural Resources and Environment, said: "Classifying slow-progressing projects must be done carefully for many reasons. Some projects are slow due to objective reasons, some are slow because investors intentionally do not do it.

From 2019 to now, the Department of Natural Resources and Environment has inspected 13 projects, terminating 3 projects. 10 projects requested to be considered for extension, due to objective delays due to land acquisition problems, COVID-19 pandemic and economic recession. When working, investors committed to implementation".

Regarding the process of terminating a project that is behind schedule, Mr. Trung said that it is not simple because the law stipulates that investors are given a 24-month extension. To handle the issue, inspections must be conducted according to plan.

"A series of projects in Dung Quat Economic Zone are behind schedule, very painful, some projects are 10 years behind schedule, in 2025 the department will advise the Provincial People's Committee to review all land funds in Dung Quat to find solutions. Any investors who continue will be facilitated to access land; any investors who are not capable of implementing will be terminated," said Mr. Trung.

There are investors with "very nice" capacity, but implementation is slow.

Delegate Le Hoang Tan said that many projects are delayed, and when extended, they continue to be delayed. How is the selection of capable investors carried out?

Continuing to answer, Mr. Nguyen Van Trong said that recently he has advised the Provincial People's Committee to issue guidelines for selecting investors, issue priority projects to attract investment...

"When choosing, carefully assess the investor's capacity. However, in reality, there are investors with "very good" capacity but slow project implementation," Mr. Trong replied.

Delegate Huynh Van To asked: Projects are behind schedule due to compensation issues. So how should we handle this when investors cannot reach an agreement with the people?

Mr. Nguyen Duc Trung said that in the case of a project where the investor negotiated with the people but failed, the only way left is to sue in civil court, because the State does not intervene.

"The 2024 Land Law is open, the project is subject to the State's land acquisition, land allocation, land use rights auction... but investors choose to negotiate on their own. If the agreement is not reached, they will re-register, at which point the State will intervene," said Mr. Trung.

Acting Director of the Department of Natural Resources and Environment Nguyen Duc Trung said: "Thien Dang tourist area is a complicated issue, the province has discussed for many years the solution to continue or terminate. We have to go to the root of the problem, this project has been implemented since the formation of Dung Quat Economic Zone, they are pioneer investors in the tourism sector.

In fact, the investment has been quite large, but the management, operation and expansion have been affected. In 2025, we will coordinate to review the project so as not to waste land but also not to let the pioneering investor suffer a disadvantage."
