The Information Technology - Public Information Center, the Provincial People's Committee Office conducts the inventory of public assets at the unit.
According to the report of the Department of Finance, to date, the whole province has inventoried more than 4,500 public assets, including more than 300 offices, 250 traffic works, 120 irrigation works and many other important items. The total value of public assets is estimated to be over 5,000 billion VND.
The inventory work is being implemented synchronously in all 8 districts, cities and departments, branches and sectors. The province has established a Provincial General Inventory Steering Committee with the participation of relevant departments and branches, assigning specific tasks to each unit, and applying information technology to ensure accurate data, avoiding duplication or loss of assets. Up to now, 85% of commune and district-level administrative units have completed the inventory work, of which many units have updated data into the public asset management software system, specifically: 95% of provincial departments, branches and sectors have sent reports on fixed assets; 87% of public service units have completed the inventory; 81% of district and city People's Committees have sent reports; 79% of communes, wards and towns have completed data collection.
However, the inventory process still faces some difficulties such as more than 15% of asset records are incomplete, some assets have not been registered or have degraded but have not been updated; inventory data and management data are different, need to be compared and supplemented; lack of legal documents for some assets such as land, headquarters; limited human resources, especially at commune-level units; management software is not synchronized, leading to difficulties in data entry...
To overcome this, Bac Kan province is stepping up guidance and training for units, while strengthening supervision and inspection to ensure the progress and quality of the inventory. The Provincial People's Committee requires units and localities to regularly check the completeness, accuracy and logic of inventory data to complete and report to ensure the quality of inventory data, promptly complete the general inventory of public assets, and submit inventory reports in accordance with regulations. The Department of Finance monitors and advises on handling the responsibilities of collectives and individuals who do not perform or do not fully perform their responsibilities in performing the inventory, affecting the progress and quality of the province's inventory data... Strive to complete the general inventory of assets on time, contributing to improving the effectiveness of public asset management in the province./.
