The contemporary world is in the midst of a strong digital age. With the emergence of a wide range of digital technologies and smart digital devices, digital transformation is accelerating globally and in each country, creating an increasingly close connection between the real world and the digital space.
To develop rapidly and avoid falling behind, countries must implement digital transformation; this is an objective necessity. Recognizing the importance of digital transformation, many countries have developed and implemented national strategies and programs on digital transformation, focusing on key contents such as: digital government, digital economy, digital society.
In Vietnam, in recent years, the Party and State have paid special attention to, directed, and issued many policies and orientations to promote digital transformation.
On September 27, 2019, the Politburo issued Resolution No. 52-NQ/TW on a number of guidelines and policies to proactively participate in the Fourth Industrial Revolution, with the core content being to promote the development of science, technology and innovation in all sectors and fields and promote national digital transformation.
On June 3, 2020, the Prime Minister issued Decision No. 749/QD-TTg approving the National Digital Transformation Program to 2025, with a vision to 2030; which identifies three important pillars: digital government, digital economy and digital society.
Then, on March 31, 2022, the Prime Minister issued Decision No. 411-QD/TTg approving the National Strategy for Digital Economy and Digital Society Development to 2025, with a vision to 2030.
In an article commemorating the 79th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2024), General Secretary To Lam emphasized: “There must be a revolution with strong and comprehensive reforms to adjust production relations, creating new momentum for development. That is the digital transformation revolution, applying science and technology to restructure production relations in accordance with the remarkable progress of the productive forces... creating a breakthrough in the development of productive forces and perfecting production relations, bringing our country and our people to a new era, the era of progress, civilization and modernity”.
Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation puts forward the viewpoint: “Developing science, technology, innovation and digital transformation is a decisive factor in the development of countries; is a prerequisite and the best opportunity for our country to develop richly and powerfully in the new era - the era of national development”.
In order to provide the most essential information on digital transformation to cadres, party members and people, the Central Propaganda and Mass Mobilization Commission, the Ministry of Science and Technology, and the National Political Publishing House Truth compiled and published the book "Basic contents on digital transformation: Questions and answers".
The book consists of three parts. Part One: General Secretary To Lam's direction on digital transformation; Part Two: Basic contents of digital transformation; Part Three: Digital transformation in Vietnam.
Compiled with 73 short questions and answers, the book provides the most basic knowledge about digital transformation as well as the current digital transformation implementation process in Vietnam.
