Decree 123/2024 of the Government stipulates sanctions for administrative violations in the land sector.
Article 27 of this Decree stipulates the penalties for violations of regulations on documents and certificates in land use, which are fines from 2 million to 5 million VND for cases of erasing, correcting, or distorting the content of documents and certificates in land use.
In case of dishonest declaration of land use or erasure, correction, or falsification of the contents of documents and certificates in land use leading to incorrect issuance of Certificates and conversion, transfer, lease, inheritance, donation, mortgage, or capital contribution using land use rights that are not serious enough to warrant criminal prosecution, a fine of 5-10 million VND will be imposed.
In case of using fake documents in carrying out administrative procedures and other work related to land that does not reach the level of criminal prosecution, the fine will be from 10 million to 20 million VND.
Previously, Decree 102/2014 stipulated that the act of using fake documents in applications for land allocation, land lease, land use purpose change, land recovery, and issuance of Certificates that are not serious enough to warrant criminal prosecution will be subject to a fine of 10 to 30 million VND.
Regarding additional penalties, the competent authority will confiscate documents that have been erased or altered to distort the content; and fake documents that have been used. At the same time, the competent authority will cancel the results of the implementation of land administrative procedures that have been carried out according to regulations for cases of using fake documents.

In addition, Article 28 of Decree 123/2024 stipulates violations in providing land information related to inspection, examination, and collection of evidence to resolve land disputes.
Specifically, in case of delay in providing information, papers and documents related to land inspection and examination after 7 days from the date of announcement of the inspection and examination decision or upon written request of the agency or person with authority to inspect, examine and collect evidence to resolve land disputes of the people's court and administrative agencies at all levels, the competent authority will issue a warning.
In case of providing inaccurate or incomplete land information upon request (in writing) of a responsible person related to the inspection, examination, and collection of evidence to resolve land disputes of the People's Court and administrative agencies at all levels, a fine of from 2 million to 5 million VND will be imposed.
In addition, if the deadline for request has expired and people do not provide information, papers, and documents related to the inspection, examination, and collection of evidence to resolve land disputes by the People's Court and administrative agencies at all levels, they will be fined from 5 million VND to 10 million VND.
Previously, according to Decree 102/2014, cases where people did not provide information, papers, and documents related to the inspection, examination, and collection of evidence to resolve land disputes by the People's Court were only fined 2-3 million VND.
