From August 15, 2023, Circular 24/2023 of the Ministry of Public Security regulating the issuance and revocation of registration and license plates of motor vehicles will take effect. In this Circular, the police agency stipulates that license plates will be issued to individuals according to the vehicle owner's identification code (also known as identification plate).
Identification plates are plates with symbols, plate series, size of letters and numbers, and plate color. Identification plates are still issued in the same form as before, only the management is different. Previously, each vehicle had its own plate number, now each person has its own plate number, the plate number will follow the person.
The identification number plate will be used for life, it is not allowed to buy, sell or transfer the number plate. The vehicle owner is only allowed to transfer the ownership of the vehicle but must retain the registration and number plate.
Then, return the registration and license plate to the police to complete the revocation procedure and will be reissued when the owner registers another vehicle under his/her ownership.
From August 15, vehicle identification number plates will be managed and linked to each person's identification code.
The identification number will be retained for the vehicle owner for a period of 5 years from the date of revocation; after the above period, if the vehicle owner has not registered, the identification number will be transferred to the license plate warehouse for registration and issuance to organizations and individuals according to regulations.
For a person who owns many cars, each car still has a license plate and those license plates are also managed according to the owner's identification code.
Also in Circular 24, for vehicles registered with 5-digit license plates before the effective date of this Circular but have not completed the revocation procedures, that license plate number is determined to be the vehicle owner's identification license plate number.
For vehicles registered with 5-digit license plates, if the vehicle owner has completed the revocation procedure before the effective date of this Circular, the license plate number will be transferred to the license plate warehouse to issue a new license plate according to regulations.
For vehicles registered with 3 or 4-digit license plates, Clause 4, Article 39 stipulates that these vehicles will continue to be allowed to participate in traffic, except in cases where the vehicle owner needs to issue a new identification license plate or when the vehicle owner carries out procedures for issuing and changing vehicle registration certificates, issuing and changing vehicle license plates, reissuing vehicle registration certificates, reissuing vehicle license plates or registering and transferring ownership or moving vehicles according to the provisions of this Circular, then the 3 or 4-digit license plate will be revoked and a new identification license plate will be issued according to regulations.
Vehicles registered with 5-digit license plates with the symbols: LD (vehicles of foreign-invested enterprises, foreign-leased vehicles, vehicles of foreign companies winning bids), DA (vehicles of foreign-invested project management boards), MD (electric motorbikes), R (trailers, semi-trailers) are still allowed to participate in traffic, even when changing or re-issuing license plates, except in cases where the vehicle owner needs to change the license plate according to the provisions of this Circular.
Thus, 3-digit and 4-digit license plates issued before August 15, 2023 are not required to be immediately changed to identification plates according to the provisions of Circular 24.
