Building a solid people's border defense posture

Over the years, the provincial Border Guard has always promoted the spirit of solidarity and close attachment with the people of all ethnic groups in the coastal border area. The soldiers in green uniforms not only have a firm grip on their guns but also actively participate in consolidating the grassroots political system, accompanying the people in socio-economic development, mobilizing the combined strength to protect territorial sovereignty and national border security, and building an increasingly solid all-people border defense posture in the province's coastal border area.

Imbued with the viewpoint of "relying on the people, taking the people as the root", the provincial Border Guard has advised coastal localities to improve the effectiveness of the movement of the entire people participating in protecting territorial sovereignty and national border security in the new situation at all levels in the spirit of Directive No. 01/CT-TTg dated January 9, 2015 of the Prime Minister. Proposing solutions to build a widespread all-people border protection force; mobilizing people to participate in self-management movements on shore and at sea. Up to now, the provincial Border Guard has coordinated with coastal localities to consolidate and perfect 170 solidarity groups/1,018 ships operating at sea, 57 safe boat groups/302 vehicles, 74 security and order groups/361 participating members. Organizing propaganda for 280,854 people to participate in implementing legal documents related to preventing and combating IUU fishing; mobilized 38,923 vehicle owners and captains to sign a commitment not to violate foreign waters. Thereby, the situation of fishing vessels in the area violating foreign waters to illegally exploit seafood has significantly decreased. Up to now, there have been no cases in the province being arrested or handled by foreign authorities.

On the crime prevention and control front, the Provincial Border Guard closely coordinated with functional forces to strengthen professional measures, grasp the internal and external border situation, fight, prevent and combat all types of crimes, maintain order and social security in the BGB area. In 5 years (2018-2023), the Border Guard - Police - Military forces coordinated to patrol and control the BGB area over 630 times/3,992 officers, soldiers (CBCS), and the masses participated; more than 31 times/790 ships/554 officers and soldiers of the Border Guard organized patrols and controls on the province's sea during holidays, Tet, and peak periods. Through patrolling and controlling the area, the Provincial Border Guard also detected and sanctioned 757 administrative violations/763 subjects with a total amount of nearly 1.05 billion VND paid to the state budget according to regulations. At the same time, presided over and coordinated with forces to detect and arrest 10 cases/14 subjects (including 6 cases/13 subjects related to explosives; 4 cases/4 subjects illegally possessing drugs).

The provincial Border Guard propagates fishermen to comply with legal regulations in seafood exploitation activities.

With the motto "Focusing on the grassroots, sticking to the locality, closely coordinating with local authorities", the Provincial Border Guard has coordinated with departments and branches to deploy many meaningful programs, effectively implementing campaigns to mobilize organizations and individuals to contribute funds to support poor households in the BGB area. Through responding to the campaign "All people unite to build new rural areas, civilized urban areas"; the national target program on building new rural areas, sustainable poverty reduction, socio-economic development in ethnic minority and mountainous areas; The program to build "Shelter for the poor in the border", "Helping children go to school - Adopted children of the border guard station", the project "Army officers and soldiers help children go to school", the program "Spring border guards warm the hearts of the villagers", "Breeding cows for the poor in the border", the campaign "Border and island affection", "For the ships far away", "Lighting up the lights at sea with fishermen"... The provincial Border Guard has regularly mobilized resources, actively cared for ethnic minorities and those in difficult circumstances. Thereby contributing to building and consolidating the political base, creating a solid foundation to build a strong Border Guard position in the BGB area. Currently, the provincial Border Guard is receiving support for 29 ethnic minority students in difficult circumstances under the project "Army officers and soldiers help children go to school" with a support level of 7,400,000 VND/student/school year; Sponsored 19 poor students to overcome difficulties with a support level of 500,000 VND/child/month until they graduate from high school and adopted 2 Raglai ethnic orphans to adulthood. In addition, from 2018 to present, the provincial Border Guard has also mobilized to give over 1,900 gifts to policy families, poor households, and households with special difficulties in the stationed area with a total cost of 1.2 billion VND; supported 100 breeding cows for 100 households with special difficulties in the communes and towns of the BGB area of ​​the province. Departments, branches, organizations, and localities also coordinated with the provincial Border Guard to mobilize funds and support 143 poor fishermen and fishermen in distress, worth over 180 million VND; presented over 3,500 photos of Uncle Ho, 12,000 national flags, and over 1,800 life jackets to fishermen. The provincial Border Guard officers also contributed 1,500 working days to repair and renew inter-village concrete roads and helped more than 2,000 poor households with capital, plant varieties, and livestock, contributing to the completion of new rural construction criteria. Up to now, in the province's Border Guard area, 8/9 communes have met new rural standards, of which 4 communes have been recognized as meeting advanced new rural standards; the remaining commune has also met 18/19 new rural criteria and is striving to be recognized in 2024.

The trust and consensus among the people have been raised, helping people to be attached and actively participate in building and protecting the national border. In the coming time, the Provincial Border Guard will continue to comprehensively deploy all aspects of border work; propose many specific, practical and effective policies and models in building the "people's hearts" in the Border Guard area, thereby taking care of and consolidating the Border Guard posture associated with the national defense posture and the people's security posture in the Border Guard area of ​​the province to become increasingly solid.
