In order to make culture a driving force and goal of socio-economic development, the Quang Ninh Provincial Party Committee issued Resolution No. 11-NQ/TU dated March 9, 2018 "On building and developing culture and people of Quang Ninh to meet the requirements of sustainable development". Accordingly, the province identified "Building a culture rich in Quang Ninh identity associated with rapidly narrowing the gap between rich and poor and regional differences in the province" as one of the three breakthroughs in socio-economic development.
Mr. Nguyen Manh Ha, Director of the Department of Culture and Sports of Quang Ninh province, said: In recent years, the province has had many policies to develop regional culture, typically the projects: Improving the efficiency of the system of cultural and sports institutions in the province in the period of 2021-2026; preserving, embellishing and promoting the value of the system of historical and cultural relics and scenic spots in Quang Ninh province in the period of 2020-2030; restoring and developing the culture rich in Quang Ninh identity associated with rapidly narrowing the gap between rich and poor and regional differences in the province in the period of 2021-2025, with a vision to 2030.

Thanks to the synchronous implementation of these projects, up to now, 100% of national relics and 70% of provincial relics in the province have been restored, embellished and prevented from degradation, with a total budget of nearly 2,000 billion VND from the state budget and socialized sources. The province has established scientific records and ranked 19 relics, inventoried and established 28 relic records to add to the list of historical-cultural relics and scenic spots of the province. Quang Ninh currently has 13 national treasures; 638 historical-cultural relics and scenic spots (including 6 relics ranked as special national relics, 58 national relics, 92 provincial relics, 483 inventoried and classified relics). The number of special national relics of Quang Ninh province is ranked second in the country, only after Hanoi.
As one of the leading localities in the country in public-private cooperation, Quang Ninh province has attracted many businesses and units to participate in supporting large resources to renovate and restore historical and cultural relics. Among them, many relics have become attractive destinations for domestic and international tourists, such as: Tran Dynasty historical relics, Yen Tu relic-scenic area, Ba Vang pagoda, Bach Dang relic area, Cua Ong temple, Cai Bau pagoda...
In June 2023, the People's Committee of Quang Ninh province issued a pilot plan to build, preserve and promote the cultural identity values of 4 ethnic minority villages associated with community tourism development in the mountainous areas of Quang Ninh province, period 2023-2025, including: Dao village in Po Hen hamlet, Hai Son commune (Mong Cai city); Tay village in Cau hamlet, Luc Hon commune (Binh Lieu district); San Diu village in Voong Tre hamlet, Binh Dan commune (Van Don district) and San Chi (San Chay) village in Luc Ngu hamlet, Huc Dong commune (Binh Lieu district).
In the work of preserving and promoting heritage values, many localities in the province have taken practical and creative actions, arousing and promoting resources among the people. Typically, Ba Che district has established clubs for singing "sông co", singing "đở", singing "Then", and brocade embroidery with more than 230 people participating. The district's Department of Culture and Information has restored and opened 12 classes to teach intangible culture to 320 local people on the following contents: Teaching folk songs, folk dances, and embroidery of the Dao ethnic group; singing "sông co" of the San Chay ethnic group; singing "Then" and playing "đở" of the Tay ethnic group... According to Mr. Ha Ngoc Tung, Head of the Department of Culture and Information of Ba Che district, thanks to doing a good job of preserving and promoting the cultural values of ethnic groups, Ba Che district has gradually pushed back some backward customs in people's lives; At the same time, promote the traditional cultural beauty of ethnic minorities in the district to tourists, creating unique tourism products associated with new rural construction.
Binh Lieu district has promoted the role of mass organizations participating in the Movement "All people unite to build a cultural life" associated with joining hands to preserve and promote the cultural heritage values of ethnic minorities. Typically, the District Women's Union (WU) has actively promoted and mobilized its members and their children to preserve their language, writing, and ethnic costumes; participated in many activities to restore unique festivals such as: Luc Na communal house festival of the Tay ethnic group, the palm wave festival of the San Chay ethnic group, the wind-avoiding festival of the Dao ethnic group...
Women's Union members in the district are also the core members maintaining the activities of 7 commune-level art clubs and 8 village-level clubs, regularly performing Then singing, Tinh lute... Ms. Lai Thi Hien, President of the Women's Union of Binh Lieu district said: "Maintaining and expanding economic-tourism development models associated with preserving and promoting cultural values in families and communities in the fields of traditional crafts, folk cuisine, culture, art... attracts a large number of women's union members to participate. That is a positive signal demonstrating the role of women in preserving the good cultural values of the locality".
