Building new rural areas effectively and sustainably

The 2024 New Rural Development Program in the province has achieved many positive results. In particular, the appearance of rural infrastructure and agriculture is increasingly developing, contributing greatly to improving the lives and economy of the people.

Modern, synchronous infrastructure

On the occasion of National Day, September 2, people in Ba Che district were excited because the project of connecting Provincial Road 330 with the center of Ba Che town, combined with the embankment to prevent landslides on the main road and the residential area of ​​the town, was basically completed and put into use. The project includes a bridge 182.3m long, 16.5m wide across Ba Che river, a 428.07m long approach road, 2 lanes; 5 embankment sections to prevent landslides, total length 1.8km; synchronous sidewalk and drainage systems with a total investment of nearly 249 billion VND from the local budget.

In 2024, Binh Lieu district will also focus on implementing projects to renovate and improve rural traffic; including a number of projects directly related to tourist routes and destinations in the district. Notably, the project to renovate and upgrade the road connecting National Highway 18C to the terraced fields of Luc Hon commune, Binh Lieu district with a total investment of 110 billion VND, is expected to be completed in August 2025. Accordingly, the route has a total length of about 8.73km, with a road surface width of 5.5-6m. The starting point of the route connects to National Highway 18C at Km34+60 (Ban Pat area, Luc Hon commune) and the end point of the route connects to the inter-commune road Luc Hon - Dong Tam - Hoanh Mo at Km3+246 (Ngan Vang village area below).

Implementing Decision No. 1868/QD-UBND dated June 25, 2024 of the Provincial People's Committee on approving the Project to renovate and improve rural traffic in Quang Ninh province for the period of 2024-2025, with a vision to 2030, in which in the period of 2024-2025, the province has invested in 73 project categories with a total estimated cost of VND 2,120 billion, renovating and upgrading 31 overflow tunnels on key routes to ensure smooth traffic during the rainy season, 2 reinforced concrete bridges replacing the traffic function of the existing suspension bridge, building 2 new connecting bridges; renovating and expanding over 150km of rural roads with a cross-section ensuring a minimum width of 2 lanes; investing in and upgrading 2 ports in Co To district.

The province continues to implement inter-provincial and district traffic projects in the province's traffic development strategy to connect ethnic minority areas such as: Construction, completion and putting into use provincial road 342 in Ba Che district; coastal road from Voi bridge in Van Ninh commune to provincial road 335 in Mong Cai city; Ben Rung bridge approach road in Quang Ninh province and traffic projects invested by localities together with Hai Phong city to complete and put into use Ben Rung bridge. Localities also invest in inter-commune, village and hamlet roads combined with road improvement, creating a green - clean - beautiful environment.

The synchronous connection of traffic between regions, villages and urban centers has significantly contributed to reducing regional gaps and promoting socio-economic development.

Focus on rural economic development

With correct and effective policies, the province's agricultural production has developed in a comprehensive, modern direction, applying high technology and being environmentally friendly.

The province has issued 63 growing area codes with a total area of ​​over 1,528 hectares and 9 packaging facility codes. The whole province has about 1,100 hectares of crops maintained under good agricultural production processes, of which 322.35 hectares have been granted VietGAP certificates, 90 hectares of rice and 329 hectares of cinnamon have been granted organic production certificates. The application of VietGAP and organic standards in production has helped improve the economy, increase product value for agricultural producers, and reduce sources of emissions that pollute the environment.

The province's OCOP program has recently been focused on developing and improving product quality, expanding products and organizing classification assessments. Up to now, the whole province has 405 OCOP products reaching 3-5 stars, including 305 3-star products, 96 4-star products, 4 5-star products; especially among the 96 4-star products, it is expected that 4 potential products will compete for the national 5-star competition; 178 production entities have products reaching 3-5 stars. 100% of OCOP products reaching 3-5 star standards have been posted on e-commerce platforms such as Postmart.vn and Voso.vn...

At the same time, the collective economy has been developed in both quantity and quality with 682 agricultural cooperatives and 134 newly established agricultural cooperatives. The province has paid attention to and directed the science and technology program serving the construction of new rural areas.

Localities have also focused on agricultural, forestry and fishery production to develop the rural economy, increase income and stabilize people's lives. In the province, the average income per capita of ethnic minority, border and island areas in 2023 will reach over 73 million VND/person/year (an increase of 1.7 times compared to 2020, about 1.23 times higher than the average income per capita of the whole country; about 2.8 times higher than the general target by 2025).

To help people restore production, especially after storm No. 3, implementing the decision of the Provincial People's Committee on promulgating regulations, conditions, contents, and preferential loan levels to implement the credit support policy entrusted through the Bank for Social Policies in the province for the period 2021-2025, the Provincial People's Committee has allocated a budget of 287.9 ​​billion VND entrusted through the Provincial Bank for Social Policies to be deployed in 9 district-level units (except Dong Trieu, Uong Bi, Ha Long, Cam Pha). Up to now, the bank has lent 2,960 customers 260.11 billion VND, reaching 90.32% of the plan. The capital has promptly supported people to restore production, create jobs, stabilize their lives...
