The first days of spring in the new rural areas of Quang Ninh are not only filled with the colors of flowers and bright red flags, but also the joy and pride of each citizen when seeing their homeland increasingly flourishing. These achievements are thanks to the tireless efforts of Party committees and authorities at all levels, and the solidarity and unanimity of the people in effectively implementing the National Target Program on New Rural Development.
This spring is very special for the Party Committee, government and people of Tan Lap commune (Dam Ha district) when the commune welcomed the joy of completing 6/6 criteria for building a model new rural area and completing the dossier to submit for recognition as a model new rural commune in 2023. Selected as a locality to build a model new rural area of the district, over the past time, with many creative methods, along with the efforts and determination of the entire political system, the consensus and response of all classes of people, the rural face of Tan Lap commune has changed day by day. 100% of the roads are concreted, all main roads in the commune are installed with security camera systems.
In particular, the commune has built a smart village and met the criteria of having a concentrated commodity production area for local key products, and an aquaculture area that meets regulations. The average income per capita of Tan Lap commune in 2023 reached 76.5 million VND.
Party Cell Secretary, Head of Dong Ha Village (Tan Lap Commune) Dao Thu Trang shared: We are very happy, thanks to the implementation of the new rural construction, Tan Lap's homeland has become more and more beautiful, civilized and modern. There is nothing happier than when this year's Tet, Tan Lap people have a beautiful road to travel, a new cultural house to live in, everyone is excited and encourages each other to preserve the landscape and environment, join hands to build the village more and more innovative. In particular, joining hands with the locality to build a model new rural area, Dong Ha villagers voluntarily donated land, trees and crops with a total value of more than 3 billion VND to contribute to renovating and upgrading the main road of the village, which is more than 700m long.
The change in Tan Lap is the clearest proof of the strength of solidarity, joint efforts and consensus of cadres, party members and people in their efforts to overcome difficulties and continue to keep the fire of the new rural movement burning in Dam Ha district in particular and the whole province in general.
Tan Lap Commune Party Secretary Ta Huu Tuat said: Entering the stage of implementing the construction of a model new-style rural area with more advanced criteria, Tan Lap Commune determined that this was not an easy task, because the starting point of building a model new-style rural area of the locality also encountered many difficulties due to the resources being devoted to the construction of an advanced new-style rural area in the previous stage. With the determination to complete the goal of building a model new-style rural area, Tan Lap Commune Party Committee issued a thematic resolution on this content and mobilized the combined strength of the entire political system and the people to join in, comprehensively completing the criteria to meet the standards of a model new-style rural area. Based on the achieved results, the commune is continuing to consolidate and complete 100% of the criteria of a model new-style rural area with outstanding production and income improvement for rural people.
By the end of 2024, the whole province has 91/91 communes, reaching 100% of the communes meeting the new rural standards, 2 years ahead of the Resolution of the 15th Provincial Party Congress; 54/91 communes, reaching 59.3% of the total communes meeting the advanced standards, 9.5% ahead of the Resolution of the 15th Provincial Party Congress; 25/91 communes reaching 27.47% of the communes meeting the model new rural standards, 2.47% ahead of the Resolution of the 15th Provincial Party Congress. Along with that, the whole province has 13/13 district-level units meeting the standards/completing the task of building new rural areas, achieving the target compared to the Resolution of the 15th Provincial Party Congress; 5/7 districts meeting the criteria and targets of districts meeting the advanced new rural standards. Of which, Dam Ha and Tien Yen are the first two districts in the country to be recognized by the Prime Minister as advanced new rural districts; Van Don and Hai Ha districts are completing documents to submit for recognition of meeting advanced NTM standards in 2023; Co To district is preparing documents to request recognition of the district meeting advanced NTM standards in 2024 in the first quarter of 2025, expected to submit to the Central Appraisal Council in the second quarter of 2025...
These results are the basis, premise, and motivation for the province and localities to continue to direct, deploy, and effectively organize the National Target Program on New Rural Construction in 2025 and the 2025-2030 period.
Mr. Do Xuan Truong, Vice Chairman of Binh Lieu District People's Committee, said: Thoroughly grasping the viewpoint "Building a new rural area is a journey without an end point", and the people's prosperity and happiness is the highest goal, in the journey towards advanced new rural areas, model new rural areas, the district has been making efforts to overcome common difficulties and challenges, making the most of the potential and strengths of the locality to build specific action programs, goals and roadmaps for each year and each field. In particular, continuing to exploit local strengths in agriculture, forestry, tourism development; developing border gate and border economy... contributing to increasing people's income, striving to reach 100 million VND/person/year.
A new spring has come, the vibrant and joyful spring atmosphere is knocking on every door, present on every country road and alley. The colorful flower roads, the spacious houses... have been, are and will continue to be a source of motivation, adding strength to the people of the new rural commune in particular and Quang Ninh province in general to strive to build their homeland with more and more innovations, creating a solid momentum to enter a new era - the era of national growth.
