Luong Minh Commune (Ba Che District) was established in November 2024 on the basis of merging Minh Cam and Luong Mong communes.   Surpassing itself and multiplying from its endogenous strength, Luong Minh commune is making impressive changes.

Coming to Luong Minh now, everyone has the same feeling that the rural face here has changed significantly. The most obvious highlight is the result of the government and people in the commune unanimously promoting economic restructuring, aiming to complete the criteria for building a new rural area. People in Luong Minh commune no longer expect or rely on the support of the State, but have boldly and proactively invested capital and learned, actively applying scientific and technical advances in production. Many farm and ranch models of ethnic minorities have brought in income from tens of millions to hundreds of millions of VND per year.

Mr. Ban Van Ban, a Dao ethnic in Khe Giay village, Luong Minh commune, has made a big step forward in thinking about developing the household economy from fragmented, monoculture, self-sufficiency, to developing a commodity economy. Mr. Ban's family, in addition to converting the hilly land from growing acacia to growing trees with high economic efficiency such as oranges, grapefruits, and cinnamon with a total area of ​​over 5 hectares, is also the first ethnic minority household in the commune to implement the district's model of raising domestic pigs in the form of counterpart funds (the State invests 70% of the capital, the family spends 30% of the capital).

Up to now, the whole Luong Minh commune has planted 554.5 hectares of concentrated forests, 5.3 hectares of medicinal plants; the income of forest planting households has reached over 100 million VND/year; the average income of Luong Minh people is currently 78.9 million VND/person/year. Luong Minh commune has 11/11 villages meeting the NTM standards; the commune is currently building a smart village model in Dong Giang B village and Dong Doong village. In 2025, Luong Minh strives to plant 615 hectares of concentrated forests, of which 5 hectares are large timber forests. Since the launch of the Tree Planting Festival (February 3), the whole commune has planted more than 2 hectares of forest.

In particular, under the flexible and drastic direction and management of Party committees and authorities at all levels, and the consensus of the people, many inter-village roads in the commune have been formed and solidified, creating favorable conditions for people to travel, exchange and trade goods. In 2024, in Luong Minh, roads were invested in Xom Moi - Dong Giang A (0.84km), Dong Cau (1.37km), Bai Lieu (1.06km), Khe Na (1.2km), Khe Giay (2.2km), Dong Doong - Khe Ang (1.2km), Dong Tan - Dong Quanh (0.8km). The whole commune mobilized people to donate land, trees and crops to renovate the centers of the villages with a total of more than 100 households, an area of ​​nearly 20,000m2. The rate of asphalted village roads reached over 90%. 7/11 villages maintain well the bright, green, clean, and beautiful road models with flower rows, trees along the route to create landscape, and solar-powered lighting system.

In 2025, Luong Minh commune will focus on investing in building a model new rural area on the basis of completing the socio-economic infrastructure system in the direction of building a developed urban area; mobilizing people to shift the economic structure towards both sustainable forest economic development and service and tourism development associated with the terrain characteristics and cultural identity of the local ethnic groups. Strive for the criteria of average income of 84 million VND/person; environmental criteria; smart village; outstanding model new rural area. Continue to call for investment attraction to soon turn the commune into the second urban area of ​​Ba Che district and lead to the socio-economic development of the whole region.
