Quang Nam, from its starting point as one of the poorest and most disadvantaged provinces in the country at the time of re-establishment (January 1997), has strongly risen, achieving many important achievements and milestones. The work of Party building and political system building has been regularly focused on and achieved many results.
The economic scale and budget revenue have been constantly increasing; since 2017, Quang Nam has started to contribute to the central budget. The socio-economic infrastructure has been invested in quite synchronously. The appearance of urban, rural and mountainous areas has been changing. The material and spiritual life of the people has been constantly improved.
In the journey of developing Quang Nam land over the past 550 years, it has been proven once again that in the most difficult stages, Quang Nam people always strive to find ways to overcome and turn aspirations into reality.

Face the facts
The history and cultural traditions of the land and people of Quang Nam give us faith and aspiration. The opportunities for the country in general and Quang Nam in particular from the provincial planning approved by the Prime Minister give us the motivation to strive. However, we need to courageously face the truth about the difficulties and challenges facing our province.
Due to the adverse impact of the world and regional political situation; the consequences of the serious and prolonged COVID-19 pandemic have caused the socio-economic situation to recover slowly, significantly affecting investment attraction, import and export, consumption and economic growth in the province.
In addition, it is worrying that a number of cadres and party members lack self-cultivation and training, have degraded moral qualities and lifestyles, violated the law, and have been criminally prosecuted, causing significant impacts on the quality of the team and the effectiveness of the provincial political system, creating negative public opinion in society.

Recently, there have been signs of avoidance, shirking, working half-heartedly, fear of responsibility, and not daring to do by a number of cadres, party members, civil servants, and public employees. Specific signs are:
(1) Leaders and managers do not actively direct, urge, and supervise work handling, and lack determination and decisiveness in handling work in assigned fields.
(2) "Pushing work" to superiors or "pushing" to other agencies, units and individuals; not prioritizing urgent work; big, difficult, complicated issues and outstanding issues; shirking new, difficult, complicated, sensitive tasks.
(3) Lack of initiative, not actively proposing solutions to remove difficulties, obstacles, and shortcomings in assigned fields but waiting for and asking for instructions from superiors.
(4) "Soaking" files, prolonging the processing time for difficult, complicated tasks involving many agencies and units.
(5) Avoiding receiving or not thoroughly receiving and resolving people's petitions and concerns.
(6) Not answering or answering vaguely, lacking a clear viewpoint on the content in the field of responsibility when asked for opinions.
(7) Lack of responsibility in coordination, working carelessly, roughly, not closely following the work, ineffective.
(8) Lack of inspection and supervision or formal, perfunctory inspection and supervision.
(9) Lack of frankness and responsibility in self-criticism and criticism due to deference and fear of conflict.

The above manifestations are major obstacles in the leadership and direction of Party committees and organizations, the management and operation of government apparatus at all levels, leading to low work efficiency, waste of time, resources, and development opportunities; reducing the effectiveness and efficiency of state management; work is stagnant, and people and businesses face many difficulties.
It also undermines the trust of people and businesses in state agencies, affecting the implementation of political tasks of the Party Committee and the overall development of the province.
The above-mentioned manifestations of a number of leaders and managers have weakened the will to strive of cadres, party members, civil servants and public employees with capacity, qualifications and ethics, causing new factors to not be promoted and talents to not be valued.

The more difficult it is, the more effort you have to strive.
Faced with new opportunities and challenges, focusing on team building is the top priority of Quang Nam at present. We must not be complacent, satisfied, or intoxicated with the achievements and results we have achieved; nor be pessimistic, confused, or wavering in the face of difficulties and challenges.
It is necessary to deeply realize that "the more pressure and difficulty, the more effort and determination are required"; to arouse and strongly promote the sense of responsibility, innovative thinking and creativity of Quang Nam people to turn goals and aspirations into reality.

In the coming time, the entire political system of the province needs to focus on the following key contents:
Firstly , continue to effectively implement the Resolution of the 4th Central Committee of the 11th and 12th tenures; Conclusion No. 21-KL/TW of the 13th Party Central Committee; Directive No. 05-CT/TW and Conclusion No. 01-KL/TW of the Politburo of the 12th and 13th tenures; Regulation No. 1224-QD/TU, dated May 6, 2019 of the Provincial Party Standing Committee on the exemplary responsibility of cadres and party members, first of all, the Standing Committee of the Provincial Party Committee, members of the Provincial Party Standing Committee, members of the Provincial Party Committee, leaders at all levels in the province... Thereby, arousing and spreading the spirit of positivity, responsibility, creating new motivation, especially the aspiration for development and dedication of each cadre, party member, civil servant and public employee.
Two is to step up propaganda, create a fundamental and clear change in awareness, sense of responsibility and action of all levels, sectors, cadres, party members, civil servants, public employees, especially leaders in promoting administrative reform, strengthening discipline, order, overcoming the situation of avoiding, shirking, fear of responsibility, not properly and fully performing assigned duties, tasks and powers. Organize to thoroughly disseminate and widely propagate the 2024 theme on "Studying and following Ho Chi Minh's ideology, morality and style on building and promoting cultural values and human strength, contributing to building Quang Nam into a fairly developed province of the country by 2030".

Third , each agency, unit, and locality focuses on implementing well the following contents:
(1) Timely review, adjust and supplement working regulations in accordance with task requirements and practices.
(2) Review and specify the authority and responsibility of the collective and individuals in each stage of the work processing process.
(3) Arrange the organizational structure to ensure streamlining, effective and efficient operations, without overlapping functions and tasks associated with streamlining the payroll according to regulations; complete the competency framework and job positions of cadres, civil servants and public employees in accordance with the requirements of assigned tasks.
(4) Focus on building cadres, party members, civil servants and public employees who are "responsible, professional, honest, disciplined, exemplary" and have a culture of integrity.
(5) Strengthen inspection, supervision and monitoring of the implementation of exemplary responsibilities, working attitudes and serving the people. Promote the functions of supervision, questioning, re-questioning, responsibility for dialogue with people and businesses, and accountability of competent agencies and individuals with positions and powers. Develop sanctions to strictly handle and promptly replace or transfer to other jobs those who show signs of evading, shirking responsibility, not actively performing assigned duties and tasks or creating requirements that cause difficulties for people, organizations and businesses for personal gain. Publicize the results of handling violations so that the collective, people and society can monitor the correction.

Fourth , the heads of Party committees, heads of agencies, units and localities must truly set an example, be the ones to inspire confidence and aspiration for dedication; have knowledge, practical experience, a sense of responsibility, courage, dare to think, dare to speak, dare to do, dare to take responsibility for the common good. Continue to research, supplement and develop regulations and sanctions for cadres who show signs of avoidance, shirking, working half-heartedly, fearing responsibility, not daring to carry out their duties, in conjunction with strictly and effectively implementing policies on improving the quality of Party membership admission and reviewing, screening and removing unqualified Party members from the Party; encourage and protect dynamic, creative cadres who dare to think and dare to do for the common good. Strengthen discipline and administrative discipline.

Fifth , cadres, party members, civil servants and public employees in the province continue to innovate their thinking and working style to ensure science, quality and efficiency. Each individual must develop a plan to strive and practice; proactively identify, review and evaluate in the spirit of criticism and self-criticism, "self-examination and self-correction" to promptly overcome signs of hesitation, "holding back", "defending", "shielding", keeping "safe", avoiding and shirking responsibility. Party committees and organizations at all levels strengthen management, inspection and supervision, as a basis for annual review, evaluation and classification of collectives and individuals.
Each cadre, party member, civil servant and public employee needs to deeply understand the tradition, cultural identity and characteristics of Quang Nam people, who are "loyal, resilient, optimistic, upright, straightforward, self-reliant, aspirational and loyal", and promote the spirit of "dare to think, dare to do, dare to take responsibility, dare to innovate for the common good" to contribute, dedicate and help the province overcome difficulties, ensuring the development of Quang Nam according to the set orientation and goals.
