On February 13, continuing the program of the 9th extraordinary session of the 15th National Assembly, National Assembly deputies discussed in groups: Draft Law on Government Organization (amended); Draft Law on Organization of Local Government (amended); Draft Resolution of the National Assembly regulating the handling of a number of issues related to the arrangement of the state apparatus.
Speaking at the Hanoi group discussion, General Secretary To Lam emphasized that with high consensus and unity within the entire Party and people, the restructuring and streamlining of the apparatus has been implemented quickly and effectively.
According to the General Secretary, streamlining the apparatus to reduce regular expenditures is only part of the goal; the larger goal is to make the apparatus operate efficiently, effectively, and effectively, promoting national development in the coming period.

The General Secretary emphasized that the current apparatus is still cumbersome, many areas overlap, the functions and tasks of some agencies are not clearly defined, so reviewing and rearranging is very necessary. Improving the effectiveness and efficiency of the apparatus to govern and develop the country, the General Secretary emphasized that economic growth must be closely linked to improving people's lives, meeting the increasing needs of the people in all aspects. "That is the only way to demonstrate the effectiveness and efficiency of the State apparatus. We talk about growth in numbers, but if people's lives are not improved, where will that growth go?" - said the General Secretary.
In addition to streamlining the apparatus, the General Secretary said that arranging the staff for effective implementation is also a very important issue. In addition, the legal system needs to be completed soon for consistent implementation, ensuring feasibility.
Assessing that now is a "golden opportunity" to reorganize and streamline the apparatus, General Secretary To Lam emphasized that if it is delayed until after the 14th National Party Congress, it will not be possible. During this process, the General Secretary said he had carefully studied the requirements for improving the efficiency, effectiveness and effectiveness of the apparatus. "We have the potential, why can't we develop it, can't we invest in public? The laws are complicated, there are enough regulations to be able to spend money. According to General Secretary To Lam, capital allocation according to annual or 5-year plans also has certain shortcomings when it is "rigid", making it difficult to be flexible in practice. "At the beginning of the term, all capital was allocated, then adjustments were requested. Any money allocated to buy salt must be bought, and any money allocated to buy rice must be bought. Everything has been "rigidly" allocated, so what room is there left to be proactive, creative, daring to think, daring to do?" - the General Secretary raised the issue.
Improving national competitiveness is also an issue to be considered when streamlining the apparatus. According to the General Secretary, we need to recognize Vietnam's position in the international arena. If compared to ourselves, Vietnam's achievements in recent times are very great, but the General Secretary said that when looking at countries in the region and the world, we see that we are too slow, and national competitiveness is very difficult.
The General Secretary cited that Singapore used to be a desolate and poor fishing village, but has developed spectacularly. According to the General Secretary, in the 1960s and 1970s, it was a dream for Singaporeans to visit Cho Ray Hospital (HCMC) for medical examination, but then it was the opposite, we dreamed of going to this country for medical examination and treatment. Or after more than 40 years of reform, China has also had remarkable development, with an average income per capita of about 12,000 USD.
Citing the above evidence, General Secretary To Lam wanted to emphasize that the risk of falling behind is always present. At the discussion session, the General Secretary also said that there was a proposal to consider organizing a 4-level or 3-level government. "This is an issue that needs to be studied and considered," the General Secretary emphasized, adding that China has a much larger area and population than Vietnam, but the number of provinces and cities is smaller than Vietnam.
Regarding provincial separation, the General Secretary said that historically, some separated provinces developed better, but now there is no more room for development, there is no more land area for socio-economic development, so they are calculating options for regional linkages to create connectivity.
The General Secretary also said that the police force is currently preparing to abolish district-level police. According to the General Secretary, the regular police force has now been assigned to the commune level, so people can have their matters resolved right at the commune level.
