The document stated that Deputy Prime Minister Tran Hong Ha agreed to invest in the construction of the new Phong Chau bridge according to the regulations on emergency construction works in Article 130 of the Construction Law.
Deputy Prime Minister Tran Hong Ha assigned the Ministry of Transport to preside over and coordinate with the Ministries of Construction, Justice, Planning and Investment, Finance and the People's Committee of Phu Tho province to advise the Prime Minister on the authorization plan as proposed by the People's Committee of Phu Tho province or assign the People's Committee of Phu Tho province to act as the investment management agency in emergency cases according to the provisions of law, ensuring the completion of the project no later than 2025; report to the Prime Minister before October 5, 2024.
Deputy Prime Minister Tran Hong Ha assigned the Ministry of Planning and Investment to preside over and coordinate with the Ministry of Finance and the Ministry of Transport to urgently propose capital from the central budget to invest in the construction of the new Phong Chau bridge, and report to the Prime Minister before October 5, 2024.
* Previously, on September 9, 2024, the rising water level on the Red River caused the collapse of Phong Chau bridge on National Highway 32C connecting Tam Nong district and Lam Thao district, Phu Tho province, causing great damage to people and property and disrupting traffic on National Highway 32C. The Prime Minister issued Official Dispatch No. 89/CD-TTg dated September 9, 2024 directing the overcoming of the consequences of the bridge collapse and ensuring safe traffic operations during the flood season, especially in the Northwestern provinces.
On September 16, 2024, the Prime Minister continued to issue Official Dispatch No. 96/CD-TTg on urgently studying and investing in the construction of a new Phong Chau bridge on National Highway 32C connecting Tam Nong district and Lam Thao district, Phu Tho province.
On September 20, 2024, the People's Committee of Phu Tho province issued Document 3961/UBNDCNXD reporting to the Prime Minister the results of the survey, calculation and expected investment scale of the new Phong Chau bridge.
Accordingly, the construction location of the new Phong Chau bridge is expected to be at the location of the old Phong Chau bridge (km18+300 National Highway 32C).
Regarding the design plan: The total length of the route is about 1,000 m; of which: the bridge is about 393 m long; the approach and connection roads are about 600 m long. The bridge structure is made of reinforced concrete and prestressed reinforced concrete, constructed using the balanced cantilever method. The total width of the bridge is 21.5 m, including: 04 motor lanes, 02 lanes for rudimentary vehicles, median strip, safety strip and bridge railing; span diagram (90+135+90)+(33+33) m. The approach and connection roads are upgraded and expanded according to the standards of a grade III plain road (design speed 80 km/h).
Total expected investment: About 865 billion VND.
On September 23, 2024, the People's Committee of Phu Tho province continued to issue Document No. 3976/UBND-CNXD requesting the Prime Minister to authorize the People's Committee of Phu Tho province to decide on urgent investment in construction of works according to the provisions of Point b, Clause 1 and Clause 3, Article 130 of the Law on Construction (amended and supplemented in Clause 48, Article 1 of the Law on Amending and Supplementing a Number of Articles of the Law on Construction).
From 6:00 a.m. this morning (September 30), the 249th Engineering Brigade officially opened the Phong Chau pontoon bridge connecting the two banks of the Red River in Tam Nong and Lam Thao districts (Phu Tho province).
