Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 1389/QD-TTg dated November 15, 2024, supplementing capital from the central budget reserve in 2024 for the Ministry of Transport to implement the investment project to build a new Phong Chau bridge on National Highway 32C, Phu Tho province.
Specifically, an additional VND 800 billion from the central budget reserve in 2024 will be allocated to the Ministry of Transport to implement the investment project to build the new Phong Chau bridge on National Highway 32C, Phu Tho province.
The Deputy Prime Minister requested that based on the above allocated capital level, the Minister of Transport arrange additional capital from the 2024 central budget reserve for the Project, ensuring compliance with the provisions of the State Budget Law and relevant legal provisions.
At the same time, the Minister of Transport directed relevant agencies and units to urgently complete investment procedures and assign capital plans in accordance with the provisions of the Law on Public Investment and relevant specialized laws; be responsible for directing relevant agencies and units to use the assigned central budget reserve capital in 2024 to ensure efficiency, quality, and purpose; implement projects in accordance with legal regulations; and prevent loss, waste, corruption, and negativity.
Complete the new Phong Chau bridge before December 31, 2025
The Deputy Prime Minister requested the Minister of Transport to direct, inspect, and urge the acceleration of implementation progress, ensuring that the project is completed by December 31, 2025 at the latest; and take responsibility as the head for the results of capital disbursement and project progress.
The Minister of Transport is fully responsible to the Government, the Prime Minister and relevant agencies for the content, data of reports and proposals, ensuring proper implementation of the provisions of the law on state budget, public investment and relevant legal provisions.
Disbursement of additional capital is no later than December 31, 2025.
The Ministry of Planning and Investment and the Ministry of Finance, according to their assigned functions and tasks, are responsible for the contents, data, reports and proposals; monitor and guide the Ministry of Transport in organizing the implementation and disbursement of additional capital from the central budget reserve in 2024.
In case of detecting allocation and use not for the right subjects as prescribed by the State Budget Law, or implementation not in accordance with the provisions of law, report to the Prime Minister to recover to the Central budget and review the responsibilities of the heads, organizations and individuals involved.
The implementation and disbursement time of the 2024 central budget reserve capital will be supplemented no later than December 31, 2025 in accordance with legal regulations; in case of not fully using it, the remaining 2024 central budget reserve capital will be canceled.
The collapse of Phong Chau bridge at Km18+300 of National Highway 32C connecting Tam Nong and Lam Thao districts (Phu Tho province) occurred at around 10:00 a.m. on September 9, sweeping away pillar T7 and 2 main spans (spans 6 and 7 on the right bank of Thao river, in Tam Nong district).
The incident caused many difficulties for traffic on both sides of the river connecting Tam Nong district with Lam Thao (Phu Tho province) and other localities in the region.
The Ministry of Transport issued Decision No. 1131/QD-BGTVT dated September 14, 2024 declaring a natural disaster emergency to respond to and repair damage to traffic infrastructure at Phong Chau Bridge.
The investment project to build the new Phong Chau bridge is assigned to the Thang Long Project Management Board to manage and construct in Tam Nong and Lam Thao districts (Phu Tho province), from the fourth quarter of 2024 to the fourth quarter of 2025.
