Key projects of the North Central region
In recent days, people in Hai Ha commune, Nghi Son town (Thanh Hoa) gathered in front of port number 3, Long Son container port project and in front of the gate of the commune People's Committee headquarters to protest the construction.
People believe that the construction of wharf number 3 will affect dozens of households working in trawling, clam fishing, clam raking and other irregular activities in coastal waters.
Talking to VietNamNet reporter, Mr. Mai Sy Lan, Vice Chairman of Nghi Son Town People's Committee, said that Nghi Son Economic Zone is one of the eight key coastal economic zones of the country, selected by the Government to focus on investment and development, with the goal of building this place into a dynamic development area, creating a driving force to promote local socio-economic development.
In which, Long Son Container Port Project, invested by Long Son Company Limited, is a project in the list of large, key investment projects of the province.
The project was approved for investment by Thanh Hoa Provincial People's Committee in Decision No. 2837/QD-UBND dated July 29, 2016. This is an important marine infrastructure project not only for Nghi Son Economic Zone, but also for Thanh Hoa province and the entire North Central region. The implementation of investment and construction of the project at this time is very necessary to form and develop the first specialized container port area at Nghi Son Port.
"Up to this point, when the project started to be implemented, some people had to object because it would affect fishing grounds and the places where people moor their boats," said Mr. Lan.
Need public consensus
Regarding the above incident, the functional departments of Thanh Hoa province affirmed that in Hai Ha commune, there are currently 415 seafood exploitation vessels in 410 households; including 1 fishing boat with a length of over 15m; 13 fishing boats with a length of 12m to under 15m; 362 fishing boats with a length of 6-12m and 39 fishing boats with a length of under 6m), with about 1,042 workers.
The structure of local fishing depends on the time and season, with occupations such as shrimp trawling, gillnetting, hand-line fishing, and jellyfish scooping; fishing grounds regularly operate in the waters of Thanh Hoa to Nghe An, and some vessels operate in the waters of Ha Tinh and Quang Ninh provinces.
There are 33 households engaged in manual fishing, with a total of 123 workers. Of these, 9 households are engaged in irregular fishing by trawling in the coastal areas of Hai Ha commune, and have additional income from this profession; 24 households are engaged in irregular fishing by trawling, clam raking, and trawling in coastal areas, and only exploit according to time and season, and have additional income.
Accordingly, after the formation of wharf No. 3, the fishing ground will be a breakwater and windbreak for the people of Hai Ha commune, and at the same time create a water area of over 10 hectares for fishermen to anchor their boats safely. Fishermen still have a large coastal fishing ground.
For 14 fishing vessels/14 households with fishing vessels 12m or longer in length, according to the provisions of Decree No. 26/2019/ND-CP of the Government, fishing vessels with the largest length of 12m or longer operate in offshore and coastal areas. In reality, these vessels mainly operate in offshore areas, the Southeast area of Hon Me Island, the sea areas of Nghe An, Ha Tinh...
Therefore, the fishing grounds of these fishing households are not affected by the construction of wharf number 3 of Long Son container port.
According to Mr. Lan, Long Son Company has been repairing 4 urgent public works to serve the daily needs of the people. At the same time, it is conducting surveys to support investment in the road connecting the coastal residential road with the road to the container port.
"The company is operating in accordance with the law, so we really need the people's consensus," Mr. Lan said.
