The plan clearly states that fishing ports and storm shelters for fishing vessels are important parts of fisheries infrastructure and socio-economic infrastructure, identified as one of three strategic breakthroughs that need investment to serve effective fisheries exploitation, socio-economic development and social security, associated with improving the material and spiritual life of the people.
The general goal by 2030 is to plan a system of fishing ports and storm shelters for fishing vessels to complete and modernize the infrastructure of the fisheries sector, meet the needs of fisheries logistics services, ensure food hygiene and safety, reduce post-harvest losses, ensure safety for fishing vessels and fishermen, promote socio-economic development; improve the effectiveness of fisheries management, strengthen international integration; adapt to climate change, protect the environment and marine ecosystems and contribute to ensuring national defense and security.
The specific goal by 2030 is that the fishing port system will ensure the passage of 2.98 million tons of aquatic products per year (including 100% of exploited seafood output and a part of aquaculture output at sea); ensure the implementation of fisheries management, meet the requirements of tracing the origin of exploited aquatic products, and prevent illegal fishing activities.
The storm shelter anchorage system for fishing boats ensures capacity for over 83,600 fishing boats to safely anchor and avoid storms.
According to the plan, all type I fishing ports in large fishing centers will be built with complete, modern infrastructure, with synchronous, modern, 100% mechanized cargo loading and unloading lines.
The Government will also complete the system of fishing ports and storm shelters for fishing boats in a modern direction on the islands, especially in the two island districts of Truong Sa and Hoang Sa, contributing to protecting the environment, marine ecosystem and ensuring national defense and security...
According to the plan, in the 2021-2030 period, investment will be made in 5 large, synchronized fishing centers in the system of fishing ports, storm shelters for fishing vessels, infrastructure and seafood logistics services in coastal areas.
The centers include: Hai Phong large fisheries center associated with the fishing grounds of the Gulf of Tonkin in Lap Le commune, Thuy Nguyen district, Hai Phong; Da Nang large fisheries center associated with the East Sea and Hoang Sa fishing grounds in Tho Quang ward, Son Tra district, Da Nang; Khanh Hoa large fisheries center associated with the South Central Coast and Truong Sa fishing grounds in Cam Linh ward, Cam Ranh city, Khanh Hoa; Ba Ria - Vung Tau large fisheries center associated with the Southeast fishing grounds in Long Son commune, Vung Tau city, Ba Ria - Vung Tau; Kien Giang large fisheries center associated with the Southwest fishing grounds in Tay Yen A commune, An Bien district and Binh An commune, Chau Thanh district, Kien Giang.
