Prime Minister: Do not let institutions become bottlenecks and blockages caused by ourselves

On the morning of April 13, Prime Minister Pham Minh Chinh chaired a special Government meeting on law-making in April 2025 to review and comment on four draft laws and two draft resolutions of the National Assembly.

According to the program, the meeting discussed and gave opinions on: The Penal Code (amended); Law on Organization of Criminal Investigation Agencies (amended); Law on amending and supplementing a number of articles of the Law on Handling of Administrative Violations; Law on amending and supplementing a number of articles of the Law on Nationality.

Along with that is the National Assembly's resolution on building a regional and international financial center in Vietnam; the National Assembly's resolution on piloting a number of specific mechanisms and policies for social housing development.

In his opening speech, Prime Minister Pham Minh Chinh emphasized that building and perfecting institutions is one of three strategic breakthroughs with the goal of making institutions transparent; institutions are resources and driving forces for development; investing in institutions is investing in development, bringing high benefits and values.

Institutions are currently the biggest bottleneck, the bottleneck of bottlenecks, but also the easiest bottleneck to remove, easily moving from a difficult, entangled state to one that can compete, turning institutions into a competitive advantage.

Up to now, the work of building and perfecting institutions has been increasingly innovated.

Special attention is paid to reducing administrative procedures, decentralization, and delegation of authority along with resource allocation, improving enforcement capacity, strengthening inspection and supervision, and shifting from pre-inspection to post-inspection.

It is necessary to avoid concentrating too much work on the central level, but to promote the spirit of self-reliance, self-improvement, initiative, creativity, dynamism and positivity of localities, avoid waiting and relying on others; at the same time, resolutely eliminate cumbersome administrative procedures, reduce time and compliance costs for people and businesses.

The Head of Government pointed out that in the work of drafting laws and ordinances, attention must be paid to clarifying inherited and omitted contents; amended and completed contents; and supplementary contents.

What are the contents of administrative procedure reduction and simplification; what are the contents of decentralization and delegation of power, specifically, for whom, and why?; issues with different opinions and other issues that need to be reported to the Government Standing Committee, the Government, and the Prime Minister for consideration and direction?

Preparing for the 9th session of the National Assembly

The Prime Minister said that the 9th session of the 15th National Assembly, scheduled to open in May, will consider and pass a large number of draft laws and resolutions. The Government plans to submit 35 laws and normative resolutions to the National Assembly for consideration and approval.

In response to practical requirements and promoting the spirit of drastic action, especially from the success of the 11th Central Conference that just ended, at the thematic session on law-making in April 2025, the Government will review, comment on, and approve 6 important contents.

Therefore, the agencies briefly present the main points, points that need to be revised, and points that need to be noted in the law-making process, especially paying attention to cutting out cumbersome administrative procedures, decentralization, and delegation of power.

We must ensure that the institutions are open and not let them become bottlenecks or blockages caused by ourselves.

We must resolutely eliminate bureaucracy and cumbersome administrative procedures that cause inconvenience to people and businesses and increase compliance costs. We must thoroughly understand the spirit of "open policies, smooth infrastructure, and smart management".

The Prime Minister pointed out that there is a lot of work, rich content, complex nature, and little time, so he requested to focus on speaking straight to the point.
