Many children in Ho Chi Minh City are abused by educated people with high social status; the locations are no longer deserted areas but in public places such as apartment buildings, schools, and parks.
The content was stated by the Ho Chi Minh City People's Committee in the report on the implementation of Resolution 121 of the National Assembly on policies and laws on preventing child abuse in the area.
From 2021 to April 2023, the city recorded 326 child abuse cases. The number of cases has decreased but the nature is serious and complicated; the forms of abuse include violence, beating and sex. The victims are aged 10-16, mostly girls. Child abusers are not only unskilled, low-skilled workers but also people with stable jobs, high qualifications and social status.
According to reports, the majority of child abusers are men. Most children are abused by acquaintances such as neighbors, relatives, family friends... The trick of these people is to take advantage of their trust or influence, using "kindness" to entice and threaten them to commit the act.
If in the past child abuse often occurred in deserted places and suburban areas, recently it has occurred in public places such as apartment buildings, schools, and parks.
Children living in boarding houses, rural areas, high-end apartments, living with stepfathers or families experiencing marital violence, divorce, unemployment, substance abuse... are at high risk of being abused.
The city government has proposed that central ministries and agencies have policies to attract social workers to work in schools and residential areas. This is to increase human resources to connect and solve issues related to child protection.
Ho Chi Minh City currently has about 1.8 million children, accounting for nearly 19% of the population. Of these, more than 10,000 children are in special circumstances, and about 19,500 children are at risk of falling into special circumstances and are living in the community.
