"The extreme unpredictability from the double impact of the world economy as well as the internal constraints have made 2023 an emotional year," National Assembly delegate Trinh Xuan An (full-time member of the National Assembly's Defense and Security Committee) shared with Dan Tri reporter. The "headwinds" in 2023 caused GDP growth to "go up and down", sometimes making many people waver and worry. However, according to delegate Trinh Xuan An, looking back at a year full of difficulties and challenges, the GDP growth index of 5.05% is a commendable result.

With nearly 1,700km under construction, it is expected that by 2025 the whole country will have 3,000km and over 5,000km of expressways by 2030. Despite overcoming difficulties and achieving many results, delegate Trinh Xuan An said that "we cannot be satisfied" with those results, because there are still many issues that need to be learned for the new year 2024. First of all, he said that it is necessary to overcome internal weaknesses, because in reality, the internal capacity of the economy has not been cleared, there are still many bottlenecks related to institutions and policies, so the resources of enterprises and the economy have not been fully exploited. Meanwhile, many difficulties that have accumulated for a long time have begun to be revealed, especially in sensitive areas such as credit system management, with shocking and major incidents occurring, such as the SCB Bank case.

Appreciating the role of creation, delegate Trinh Xuan An said that perhaps the Government and the National Assembly have never worked as hard and made efforts as in 2023, especially in creating policies. "2023 is also known as the year of experiments and the year of mechanisms. Never before have the Government and the National Assembly worked together to issue so many pilot mechanisms of a creative and development nature," the delegate commented. Citing a series of policies such as creating a pilot mechanism for the development of Ho Chi Minh City, a special mechanism for implementing key transport projects, a policy of reducing VAT, global minimum tax, etc., Mr. An commented that these policies have created a spread, but more importantly, they must soon be put into practice to create material wealth. With the assessment that the macro economy is a bright spot but businesses are still weak, Mr. An suggested that it is necessary to create an environment for businesses to have enough room to "struggle" and develop healthily and stably. "Institution building and administrative reform need to be done better because this is a major policy but has not yet permeated deeply into the management culture of each level of government and each official," Mr. An commented.

Referring to the National Assembly's resolution on the socio-economic development plan for 2024, Mr. An said that the growth target has been given top priority. Besides the State's support, Dr. Tran Khac Tam said that businesses also need to take initiative in finding markets, while authorities can create mechanisms to support export businesses in finding orders; simplify administrative procedures... Informing that recently, many American, Chinese, Japanese businesses... have come to the Mekong Delta provinces to seek investment opportunities, Mr. Tam said this is a positive signal and hopes that the Government will create mechanisms for foreign businesses to invest in the Mekong Delta. In particular, the Mekong Delta region needs a deep-water port to facilitate economic development and agricultural import and export. "We can absolutely see this opportunity at Tran De deep-water port," Mr. Tam said. Reaffirming many drastic directives and policies issued by the Government and the National Assembly to support people and businesses throughout the past year, Mr. Tam emphasized that the important thing is to deploy these policies to each ministry, locality, and even each business, so as to promote real effectiveness.
