"The extreme unpredictability from the double impact of the world economy as well as the internal constraints have made 2023 an emotional year," National Assembly delegate Trinh Xuan An (full-time member of the National Assembly's Defense and Security Committee) shared with Dan Tri reporter. The "headwinds" in 2023 caused GDP growth to "go up and down", sometimes making many people waver and worry. However, according to delegate Trinh Xuan An, looking back at a year full of difficulties and challenges, the GDP growth index of 5.05% is a commendable result.

Transport infrastructure, according to delegate Trinh Xuan An, is a highlight of 2023, which reflects the mark of the head of the Government. The message of Prime Minister Pham Minh Chinh as well as the direction of the Government have clearly shown the orientation that "everything must have a focus, a key point", and the results must be weighed - measured - counted. The results of transport infrastructure construction are proof of that correct orientation. "With orders from the heart, the Government resolutely directs, the National Assembly also works closely together in implementing the construction and removing bottlenecks for key transport projects, with the ultimate goal of serving the interests of the people and the country", said Mr. An. In the last days of 2023, the My Thuan - Can Tho and Tuyen Quang - Phu Tho expressways were put into use, bringing the total length of expressways in the country to nearly 1,900km. Since the beginning of the term, the Government has put into operation an additional 730km of expressways, bringing the total length of expressways nationwide to nearly 1,900km. With nearly 1,700km under construction, it is expected that by 2025 the whole country will have 3,000km and over 5,000km of expressways by 2030. "These are very respectable numbers, demonstrating the great efforts of the Government," said Mr. An. In addition to investing in road traffic infrastructure, the Government has also focused on deploying and upgrading the airport and seaport systems, and the orientation to build the North-South high-speed railway is also being carried out with great efforts. In general, delegate Trinh Xuan An emphasized the stable macroeconomic results, the major balances of the economy are guaranteed. In particular, the business investment environment and development momentum are still maintained. "Vietnam is still a safe haven, as shown by the FDI attraction figures," said Mr. An. To maintain this, he emphasized the need for appropriate investment to ensure national defense and security. Because in a volatile world, ensuring good national defense and security will create a stable environment and a beautiful image of a peaceful Vietnam. These are very important factors for investors to feel secure when coming to Vietnam. The delegate also particularly appreciated the mark in foreign affairs when Vietnam increasingly demonstrates its position and role in the world. That success is not simply diplomatic dialogues or handshakes, but demonstrates the country's internal strength, bringing specific achievements in diplomatic and economic cooperation. Despite overcoming difficulties and achieving many results, delegate Trinh Xuan An said that "we cannot be satisfied" with those results, because there are still many issues that need to be learned for the new year 2024. First of all, he said that it is necessary to overcome internal weaknesses, because in reality, the internal capacity of the economy has not been cleared, there are still many bottlenecks related to institutions and policies, so the resources of enterprises and the economy have not been fully exploited. Meanwhile, many difficulties that have accumulated for a long time have begun to be revealed, especially in sensitive areas such as credit system management, with shocking and major incidents occurring, such as the SCB Bank case.

Appreciating the role of creation, delegate Trinh Xuan An said that perhaps the Government and the National Assembly have never worked as hard and made efforts as in 2023, especially in creating policies. "2023 is also known as the year of experiments and the year of mechanisms. Never before have the Government and the National Assembly worked together to issue so many pilot mechanisms of a creative and development nature," the delegate commented. Citing a series of policies such as creating a pilot mechanism for the development of Ho Chi Minh City, a special mechanism for implementing key transport projects, a policy of reducing VAT, global minimum tax, etc., Mr. An commented that these policies have created a spread, but more importantly, they must soon be put into practice to create material wealth. With the assessment that the macro economy is a bright spot but businesses are still weak, Mr. An suggested that it is necessary to create an environment for businesses to have enough room to "struggle" and develop healthily and stably. "Institution building and administrative reform need to be done better because this is a major policy but has not yet permeated deeply into the management culture of each level of government and each official," Mr. An commented.

Referring to the National Assembly's resolution on the socio-economic development plan for 2024, Mr. An said that the growth target has been given top priority. Therefore, it is necessary to remove institutional barriers, handle bottlenecks, unblock resources and turn those resources into driving forces. If so, although 2024 will still face many difficulties, Mr. An believes that achieving the indicators assigned by the National Assembly is completely feasible. "Last year, we focused our efforts to support and overcome the peak of difficulties, so the rebound in 2024 will be faster and better," the delegate expected.

"2023 is a difficult year for the entire economy and full of challenges for businesses," Dr. Tran Khac Tam (member of the 13th National Assembly, Chairman of the Soc Trang Provincial Business Association), shared from the perspective of businesses. Mr. Tam likened a series of factors from both inside and outside as "headwinds" that challenge the internal strength of the economy and the sustainable development of businesses. However, the Government and the National Assembly have had many drastic policies to remove difficulties and support people, especially helping businesses overcome difficulties. "As Chairman of the Business Association and also the owner of a business for decades, I see that the Party and the State have never provided such drastic support on a large scale as in 2023," Dr. Tran Khac Tam shared.

He cited the fact that Prime Minister Pham Minh Chinh chaired many meetings to remove difficulties for the stock market, corporate bonds, real estate market, etc. Immediately after the mid-year National Assembly session, the Government issued a resolution on solutions to remove difficulties for production and business. The biggest goal of the resolution is to reduce costs, increase market access, access to capital for businesses and people, in order to quickly restore production and business activities. In addition, Mr. Tam highly appreciated the Government and National Assembly leaders' drastic direction in refunding VAT to create capital for businesses in the context of financial and credit difficulties. "This is a very important effort from the highest leaders of the Government in supporting businesses to overcome difficulties, restore production and business, contributing to the overall development of the economy with the spirit that all decisions and policies take businesses and people as the center," the Chairman of the Soc Trang Provincial Business Association emphasized. Mr. Tam also made a series of proposals in 2024 to revive the strength of businesses. First of all, he suggested that the Government support businesses in accessing capital to recover production and business activities more quickly. "Considered the lifeblood of the economy, if businesses cannot invest in production and business, the economy will not be able to grow," according to Mr. Tam.

Emphasizing the importance of supporting issues related to taxes and fees, the Chairman of the Soc Trang Province Business Association proposed that the Government have a policy of tax deferral for businesses facing difficulties; continue to reduce fees, charges, and land rents... Besides the State's support, Dr. Tran Khac Tam said that businesses also need to take initiative in finding markets, while authorities can create mechanisms to support export businesses in finding orders; simplify administrative procedures... Informing that recently, many American, Chinese, Japanese businesses... have come to the Mekong Delta provinces to seek investment opportunities, Mr. Tam said this is a positive signal and hopes that the Government will create mechanisms for foreign businesses to invest in the Mekong Delta. In particular, the Mekong Delta region needs a deep-water port to facilitate economic development and agricultural import and export. "We can absolutely see this opportunity at Tran De deep-water port," Mr. Tam said. Reaffirming many drastic directives and policies issued by the Government and the National Assembly to support people and businesses throughout the past year, Mr. Tam emphasized that the important thing is to deploy these policies to each ministry, locality, and even each business, so as to promote real effectiveness.
