Cong Thanh Investment & Development Joint Stock Company specializes in manufacturing and supplying 100% natural NEO essential oil products, promoting the application of scientific and high-tech advances in the production of medicinal herbs. The company has invested more than 5 billion VND to purchase machinery and electric steam distillation technology lines to effectively extract medicinal essential oils. Ms. Hoang Thi Ngoc Ly, CEO of the Company, said that this technology helps shorten the distillation time to about 2.5 hours, more than half compared to traditional distillation, reducing labor. At the same time, good control of temperature parameters helps the essential oil not to decompose, lose and the quality of the essential oil is always stable, retaining the characteristic scent, maximizing the essential oil content in the medicinal herbs...

To meet the demand for regular and quality raw materials, the company invested in developing a raw material area of ​​11 hectares meeting VietGAP standards, including 3 hectares of mint, 5 hectares of cajuput and 3 hectares of lemongrass. The company also cooperated in the production and consumption of medicinal materials from households in Phong Dien town with about 20 hectares and planted 20 hectares of Solanum procumbens and purple cardamom for preliminary processing, diversifying products supplied to the pharmaceutical industry.

With the orientation of developing science and technology (S&T) according to the market mechanism, focusing on enterprises, the city and the S&T sector encourage and promote enterprises to improve, innovate, and enhance their technology absorption capacity. Many policies to support enterprises in the city have been issued, contributing to removing difficulties, creating favorable conditions for enterprises in terms of capital to support investment in improving productivity, quality, technological innovation, building product and goods brands, and applying systems, models, and innovative tools in modern management, connecting customers, accessing new markets, and at the same time creating attraction for scientists to invest in creative research.

In recent times, many production and business establishments in the area, such as Hoa Sua bird's nest, Anna bird's nest, Moc An cereal, Be Tho essential oil, Thanh Vui essential oil, Bo Chinh ginseng... through accessing State support sources have proactively invested in new machinery and technology in production, such as distillation, processing, improving designs, building raw material areas that meet VietGAP standards...

Approaching real needs

Resolution 22/2020/NQ-HDND, dated December 23, 2020 of the Provincial People's Council (now the city) Regulating a number of policies to support innovation, technological improvement, technology transfer and intellectual property development in the province, period 2021 - 2030 is considered a specific policy of the locality. Implementing this Resolution, to date, the competent authority has received and supported 206 dossiers of organizations and enterprises, through the implementation of S&T tasks and direct post-investment support with a total support budget of nearly 6.3 billion VND.

Projects supported to innovate and improve technology and packaging such as: Production of essential oils, bird's nests, red artichokes, production and packaging of Hue lotus... have helped the unit increase productivity, product quality, business efficiency and promote socio-economic development in the locality. This support has also motivated experimental production projects such as the artificial reproduction technology process of bee carp, the process of producing Hue specialty pressed cakes on a semi-automatic industrial scale of Hue One Food... to boldly complete the production process, bringing success in product quality, consumption market...

Improvement, innovation, and application of technology in production and business are of interest to many enterprises and establishments, contributing to increasing the contribution of total factor productivity (TFP) to the local GDP growth rate. Due to limited resources and difficulties in mechanisms and procedures, many support activities are not really effective, not creating enough motivation to create momentum for business development. Solutions to support productivity and quality improvement are not high, not close to the needs of enterprises. Even in the implementation of Resolution No. 22, looking at the number of enterprises supported by policies is still small and the source of support capital is still low.

According to the representative of the Department of Innovation - Department of Science and Technology, in the near future, the industry will advise the city to amend and supplement Resolution 22 in a focused direction and focus more strongly on many types of support suitable and close to business needs; at the same time, advise and propose to build more new resolutions and policies to institutionalize Resolution 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation to stimulate and increase the participation in innovation and technological innovation in production and business of enterprises and production establishments.

These "barrier-removing" policies, when implemented, will support and promote organizations, businesses and individuals in the city to innovate technology, transfer technology, apply advanced management processes, trace product origins, barcodes, register trademarks... Thereby, contributing to improving productivity and quality of goods, creating many new products, increasing competitiveness, expanding markets, and increasing production and business efficiency.
