Fast, convenient

Project 06 has focused on promoting online public services, issuing criminal records via VNeID, implementing electronic health books and digitizing civil status and land data... These steps demonstrate the strong commitment of local authorities in digital transformation.

Not only is it a government policy, the utilities of Project 06 have received attention from people and businesses. Mr. Nguyen Van Minh, a business owner in Hue, said: “Previously, each time applying for a criminal record took a whole week, now it only takes a few minutes of operation on the VNeID application to receive the results. This is a very welcome step forward.”

According to the Department of Justice, in the process of receiving and returning the results of issuing criminal records on the VNeID application to citizens, the unit has set up a zalo group to promptly direct and immediately remove difficulties and problems. The technical connection between the systems has met practical requirements, simplifying the implementation process for citizens and state administrative agencies.

For the people, the digitization of documents has brought certain advantages. Ms. Tran Thi Hoa, a resident of Phu Nhuan Ward (Thuan Hoa District), shared: “The digitization of household registration and personal documents helps me not to worry about losing documents. Just log in to the system and I can quickly retrieve information.”

At medical facilities, medical examination and treatment procedures are also gradually digitized.

According to information from the Hue City People's Committee, since the beginning of 2025, the City People's Committee has issued 42 directive documents related to Project 06. Notably, the city has piloted the VNPT iGate Kiosks system at the Hue City Police Citizen Reception Center. This system helps people easily access public services, shortening the time to handle administrative procedures.

In addition, biometric authentication systems are also being tested at government agencies to ensure safety and accuracy in issuing administrative documents. Data centers and storage systems are also being upgraded to meet the growing demand for digitalization. The city is also promoting the application of blockchain technology in record management, helping to ensure transparency, data security and reduce the risk of errors in the processing.

Member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the Hue City People's Committee, Mr. Nguyen Thanh Binh said that to improve the quality of online public services, the city has cooperated with many technology units to develop a friendly and easy-to-use interface for people. In addition, support hotlines and online guidance channels are also being expanded to help people access digital services more easily.

Removing difficulties

Not denying the practical benefits, Hue still faces some difficulties in implementing Project 06. One of the biggest problems is cleaning and synchronizing civil status data with the national database. The city has also sent a document requesting the Ministry of Justice and the Ministry of Public Security to soon provide guidance on implementation steps to ensure accurate data.

The issuance of electronic identification accounts for enterprises also faces obstacles due to the lack of a complete statistical list from relevant ministries and sectors. The incomplete information technology infrastructure, especially in rural areas where people still have difficulty accessing the Internet; or the level of readiness of people for online services… are still barriers that need to be overcome.

Some businesses also proposed connecting data systems with the business portal to optimize the licensing, business registration, and tax reporting processes. This will significantly reduce paperwork and improve labor productivity. “Data integration and digitalization of administrative procedures have helped businesses reduce a lot of costs and time in the process of transacting with state agencies. However, it is necessary to promote more policies to support businesses in accessing digital platforms,” suggested Mr. Nguyen Minh Chau, a business owner in An Dong ward, Thuan Hoa district.

Digital transformation is an inevitable trend and Hue is gradually realizing this goal. Project 06 not only benefits the government in more effective management, but also helps people and businesses access public services in a more convenient, faster and transparent way. However, to be successful, there needs to be close coordination between the government, businesses and all the people.

“The city will continue to coordinate with ministries and branches to remove difficulties and accelerate the implementation of Project 06. At the same time, the city will cooperate with technology corporations to deploy comprehensive digital transformation solutions. In addition, the government will also promote propaganda and raise awareness among people and businesses about the benefits of digital transformation. Digital skills training courses and instructions on using online public services will be held regularly to ensure that everyone can access and proficiently use the new system,” informed Mr. Nguyen Thanh Binh, Standing Vice Chairman of Hue City People's Committee.
