Strengthening communication and substantive dialogue.
This year's Occupational Safety and Health Action Month will be implemented with many new features, focusing on the practicality of communication and dialogue. According to Mr. Ho Dan, Deputy Director of the Department of Internal Affairs, the unit is currently coordinating with the City Labor Union, departments, agencies, and the People's Committee of Thuan Hoa district to develop a plan for organizing the launching ceremony of this year's Occupational Safety and Health Action Month and specialized activities, aiming to create a peak period of communication to raise awareness of compliance with occupational safety and health laws.
Beyond simply launching campaigns, this year's activities aim to create a ripple effect, fostering real change in the awareness and behavior of businesses and workers. The thematic activities are structured around improving compliance with occupational safety and health laws and preventing workplace accidents and diseases, with the expectation of going beyond mere propaganda and focusing on deeper action.
A notable highlight is the plan to organize one to two dialogues between stakeholders, including employers, employees, trade unions, and state management agencies. According to Mr. Ho Dan, this is an opportunity for all parties to "sit down together," not only to listen, but also to jointly resolve difficulties and obstacles in implementing occupational safety and health policies.
From the perspective of the trade union organization, Ms. Tran Thi Minh Nguyet, Permanent Vice President of the City's Labor Federation, stated: "During dialogue, workers will have the opportunity to express their wishes and aspirations regarding workplace safety through practical work experiences. This not only helps minimize accident risks but also increases their commitment to the enterprise."
Specific action plans for businesses
To improve the effectiveness of occupational safety and health work, at the end of March, the Department of Internal Affairs of Hue City issued a document guiding occupational safety and health work, emphasizing 10 key tasks that businesses and production facilities need to implement synchronously throughout the year.
Accordingly, units need to establish a dedicated occupational safety and health department, develop action plans that closely match actual production and business conditions, and maintain a network of safety and hygiene officers to promptly detect and address risks in the workplace.
In addition, regular occupational safety and health training for workers, inspection of equipment with strict safety requirements, and proper reporting of equipment use are mandatory requirements to minimize safety risks during operation.
"Businesses need to provide adequate personal protective equipment, organize regular health check-ups and monitor the working environment, ensure safe working conditions, and comply with labor protection policies and regulations for employees," emphasized Mr. Ho Dan, Deputy Director of the Department of Internal Affairs.
Mr. Nguyen Tien Hau, Deputy General Director of Hue Textile and Garment Joint Stock Company, said: “We are committed to strictly implementing the guidelines of the Department of Internal Affairs to ensure a safe working environment for our employees. Recently, the company coordinated with the Fire Prevention and Rescue Police Department of Hue City Police to organize a fire prevention and rescue drill to improve escape skills and how to respond to and handle fire and explosion incidents according to the law. At the same time, we also organized a periodic health check-up for all staff and workers.”
Along with the action plan, the Department of Internal Affairs is strengthening inspection and supervision to prevent the situation of "starting something but not finishing it." Inter-agency teams will conduct inspections of compliance with occupational safety and health laws at a number of enterprises with a high risk of workplace accidents. The inspections will focus on legal documents, training, equipment inspection, and policies and regulations for workers.
The Occupational Safety and Health Action Month is an opportunity for the whole society to review, consolidate, and innovate its approach to occupational safety and health in the new context. A safe working environment not only helps businesses stabilize production, but also serves as a foundation for developing high-quality human resources, maintaining harmonious and progressive labor relations.
In 2025, the Department of Internal Affairs will assume the leading role for the first time in the Occupational Safety and Health Action Month, following its merger with the Department of Labor, War Invalids and Social Affairs in early March. This is a significant shift in the model of state management towards a streamlined and efficient system, reflecting the current trend of administrative reform. |
