A clip has been circulating on social media about Thanh Binh An Lac Vien Joint Stock Company forcing families and relatives of the deceased to buy coffins or urns from this company at high prices. The incident is attracting public attention.
So how does Thanh Binh An Lac Vien Joint Stock Company operate?
Thanh Binh An Lac Vien Joint Stock Company, formerly Hoang Long Funeral Service Joint Stock Company, was established in 2003.
In 2012, the company implemented the project "Investment in construction of Thanh Binh cemetery park" on the existing land of Cau Ho cemetery, expanding towards Nam Dinh city with a total area of 14.56 hectares (phase 1 is 4.56 hectares). This area belongs to Han Thong village, My Thuan commune, Nam Dinh city (formerly My Thuan commune, My Loc district).
Before implementing the project, the company prepared an environmental impact assessment report and was approved by the Nam Dinh Provincial People's Committee under Decision No. 1036/QD-UBND dated August 10, 2012. The company was also granted Investment Certificate No. 578/GCN on September 12, 2012.
After completing legal procedures and obtaining a construction permit, the company began construction and completed it in 2013. The machinery and equipment system was installed and put into trial operation in November 2014, with a team of 32 employees, meeting the cremation needs of about 20 cases/day.
Notably, in May 2023, Mr. Tran Dinh Giao, former Chairman of the Board of Directors of Hoang Long Funeral Services Joint Stock Company, was sentenced to 5 years in prison by the People's Court of Nam Dinh province for the crimes of Forging documents of agencies and organizations and Violating regulations on land use.
Nam Dinh Provincial Police determined that this is a complicated case, causing public outrage related to funeral services in Nam Dinh province for a long time.
By June 2023, Thanh Binh An Lac Vien Company was established. At the time of establishment, Thanh Binh An Lac Vien had a charter capital of 15 billion VND. By April 2024, this enterprise increased its charter capital to more than 21.3 billion VND.
The company's main business is funeral services. The company provides complete funeral services, from funeral preparation, funeral organization to post-mortem services.

In addition, the company also has a number of other industries such as printing, manufacturing construction materials from clay, cutting, shaping and finishing stone, and demolition.
The legal representative of Thanh Binh An Lac Vien Joint Stock Company is Ms. Nguyen Thi Bich Loi (born in 1971, residing in Ward 7, Binh Thanh District, Ho Chi Minh City). Ms. Loi is also the general director of the company.
Ms. Nguyen Thi Bich Loi also holds the position of Chairwoman of the Board of Directors and legal representative of Thanh Binh Vien Trading and Investment Joint Stock Company. This enterprise also registered its main business line as funeral service activities.
Thanh Binh An Lac Vien Joint Stock Company also "boasted" of being named in the list of "Top 20 Prestigious - Quality Services in 2024" and "Top 20 Outstanding Brands in Vietnam 2024". In the past 2 years, the Company has not had any inspection or examination team on environmental protection and has not been administratively sanctioned for environmental protection.
However, due to the fact that the Company had constructed a number of construction items without a construction permit, the People's Committee of My Loc district (formerly) inspected and issued Decision No. 3278/QD-XPHC dated August 10, 2022 on administrative sanctions against Hoang Long Funeral Service Joint Stock Company and Decision No. 2953/QD-CCXP dated July 7, 2023 on enforcing measures to remedy the consequences of construction violations against this company at Thanh Binh cemetery park, My Thuan commune, My Loc district.
After that, the company completed the demolition of illegal constructions according to regulations.
Scaling Up
After coming into operation, this company proposed to expand the scale of the cemetery park due to the increasing demand of the people and the current capacity could not meet it. This company established the project "Investment in construction of Thanh Binh cemetery park - phase II" on a land area of about 104,400 m2 south of the phase I land. The project was approved by the Provincial People's Committee for environmental impact assessment report in Decision No. 305/QD-UBND dated February 16, 2016.
However, due to many difficulties in the implementation process, the company has not yet implemented construction on the land of phase II but only installed 5 more crematoriums adjacent to the 2 crematoriums installed on the land of phase I. Currently, the company is only operating on the land of phase 1 with 7 crematoriums, with a capacity of about 90 cremations/day and 80 workers.
Recently, this company proposed to adjust the investment project to build Thanh Binh Cemetery Park - Phase I and was granted investment certificate No. 3801/GCN-SKH&DT by the Department of Planning and Investment of Nam Dinh province on October 2, 2024. The total investment capital is more than 200 billion VND (including 50 billion VND invested in items and put into use in 2013).
Of which, equity is 95 billion VND, accounting for 47.37%; borrowed capital and capital mobilized from other legal sources is 105 billion VND, accounting for 52.63%.
After adjustment, Thanh Binh Cemetery Park - Phase I will have a total of 11 crematoriums (07 existing crematoriums and 04 additional crematoriums) with a capacity of about 120 cremations/day, with about 100 employees. The project operates in the field of providing funeral services (burial, cremation, ash storage) with a capacity of about 120 cremations/day.
On December 13, 2024, Nam Dinh Department of Construction granted a license to Thanh Binh An Lac Vien Joint Stock Company to construct works under the Thanh Binh Cemetery Park project - Phase 1. The total includes 9 main works and a number of other auxiliary works.
