Speaking at the 17th Session of the 18th Thanh Hoa Provincial People's Council, held on the afternoon of December 13, Mr. Cao Van Cuong, Director of the Department of Agriculture and Rural Development (DARD) of Thanh Hoa, said that the global textile market downturn has affected the planting and trading of green hemp in the area in recent times.

To help people overcome difficulties, since November 2022, the Department of Agriculture and Rural Development has worked with businesses and 18 raw material districts to discuss development solutions for green hemp.

In particular, focusing on issues of not expanding acreage, stabilizing the market, focusing on intensive farming, requesting businesses to pay debts for raw materials...

To date, the company has paid off all debts to hemp growers and sent documents to the Department of Agriculture and Rural Development and districts to announce production restructuring. Currently, the company continues to purchase and proposes to expand the raw material area in 2024.

Before Mr. Cuong's discussion, Mr. Le Van Trung, Secretary of Cam Thuy District Party Committee, expressed many concerns about the current situation of green hemp in the area.

According to Mr. Trung, Cam Thuy district is the locality with the largest area of ​​green hemp in Thanh Hoa province. However, recently, many people have stopped growing green hemp.

According to Mr. Trung, the reason is that exports at the end of 2022 encountered many difficulties, the product purchasing process was stagnant, so the production of green hemp in the area was also slow. However, recently, the fiber production enterprise has paid the people, and committed that the price of green hemp will not change.

"When people saw that some households were growing other crops with higher income, they destroyed the green hemp to change crops. This led to huge consequences. When they wanted to go back to green hemp, they had to spend more money to invest in seeds without paying attention to care and maintaining the area. Meanwhile, the factory committed to continue purchasing," Mr. Trung explained.

Faced with the above situation, Mr. Trung hopes that localities in the raw material area need to continue producing green hemp.

"A business has spent nearly 1,000 billion VND to invest in green hemp, so it is impossible that after investing, it does not care about its raw material area. Green hemp is only temporarily affected in the current period. I hope that green hemp growers will maintain their area to continue developing," said Mr. Trung.

Previously, Dan Tri newspaper had a series of articles reflecting on the fact that many households in Lang Chanh district participated in the project of planting green hemp but it was not effective, causing growers to become "disillusioned" with the "rich tree" so they cut it down.

In Cam Thuy district, there is a situation where businesses are slow to pay and stop purchasing products for a while, making people worried.

Green hemp is a multi-purpose industrial plant, but the main product is the bark. Green hemp bark is used as raw material for weaving high-quality fabrics. Green hemp leaves are used to make hemp cakes, feed for livestock, poultry, waterfowl, and aquaculture. Hemp core can be used as raw material for paper production, mushroom growing medium, and organic fertilizer.

On April 24, 2018, Thanh Hoa Provincial People's Committee issued a decision approving the Project on developing green ramie raw material areas to serve textile fiber factories in Cam Tu commune, Cam Thuy district until 2025 and orientation to 2030.

The project is implemented in 12 districts: Cam Thuy, Ngoc Lac, Tho Xuan, Nhu Xuan, Thuong Xuan, Lang Chanh, Quan Son, Trieu Son, Quan Hoa, Ba Thuoc, Ha Trung and Hoang Hoa.

The project's goal is to develop a green hemp raw material area of ​​3,000 hectares by 2020. In the 2021-2025 period, the area will be expanded by 3,457 hectares, bringing the total area of ​​green hemp raw material to more than 6,400 hectares by 2025. By 2030, the total area of ​​green hemp raw material will stabilize at more than 6,400 hectares.

On October 1, 2021, Thanh Hoa Provincial People's Committee continued to issue a decision to expand the scope of the project to 6 more districts, including: Yen Dinh, Thach Thanh, Hau Loc, Nong Cong, Nhu Thanh, Muong Lat.

Developing green hemp raw material areas aims to restructure Thanh Hoa province's agricultural sector towards productivity, quality, efficiency, competitiveness and sustainable development, thereby creating jobs and increasing income for people.

The target is that, but according to the report of the Department of Cultivation and Plant Protection, under the Department of Agriculture and Rural Development of Thanh Hoa, up to now, the total area of ​​green hemp in this province is only more than 930 hectares in 18 districts. Of which, the most concentrated is Cam Thuy district with more than 413 hectares, Thach Thanh 108.9 hectares, Ba Thuoc more than 91 hectares...

More than 200 hectares of green hemp in the localities have been destroyed by people and converted to other crops.
