The President asked the US to soon remove the classification of Vietnam in the group of countries with limited support for cooperation in chips and semiconductors, while speaking in San Francisco.
President Vo Van Thuong said that Vietnam considers the US a "strategically important partner in its foreign policy" when speaking at a policy discussion at the Council on Foreign Relations (CFR) in San Francisco on November 15.
This is an activity of the President when he comes to the US to attend the 2023 Asia-Pacific Economic Cooperation (APEC) Summit Week and combine bilateral activities.
Supporting Vietnam in developing chip technology, semiconductors, and innovation was mentioned by US President Joe Biden during his visit to Vietnam in September. The joint statement upgrading the Vietnam-US comprehensive strategic partnership later also mentioned cooperation in semiconductor, chip, and high-tech production. The two countries also announced the launch of human resource development initiatives in the semiconductor sector, in which the US government will provide an initial seed grant of $2 million, along with future support from the Vietnamese government and the private sector.
To make this cooperation effective, President Vo Van Thuong suggested that the US should pay attention to recognizing the market economy mechanism for Vietnam through political decisions, not rigidly following regulations.
Along with that, the US needs to soon remove the classification of Vietnam in the group of countries with limited support for cooperation on chips and semiconductors. Vietnam also hopes that the US will support Vietnam in training high-quality human resources on this issue.
On the same day, meeting with the US Deputy Secretary of State for Economic and Energy Affairs, Minister Nguyen Hong Dien also proposed that the two sides soon establish a working group to promote cooperation in the semiconductor sector, as well as develop the foundation industry in Vietnam. Specifically, Vietnam asked the US to support policy advice, improve legal frameworks; train human resources and connect businesses and investors.
Deputy Minister Jose W. Fernandez agreed and wanted to soon have a more in-depth discussion on the issues that American businesses are interested in and prioritize investing in Vietnam, such as energy and industry.

According to the US Census Bureau, chip sales from Vietnam imported into the US increased by nearly 75% in one year, reaching 562.5 million USD in February. Vietnam, along with several countries in the Asian region, is among the fastest growing markets, according to Bloomberg . Data from technology research and consulting firm Technavio shows that Vietnam's semiconductor market could grow to 6.16 billion USD by 2024.
To increase the advantage in attracting US investors to the semiconductor industry, the semiconductor industry development strategy to 2030, vision 2035 is being built with a focus on accelerating participation in the regional semiconductor ecosystem, attracting global businesses to be present and produce. The National Innovation Center (NIC) and 3 high-tech parks in Ho Chi Minh City, Hoa Lac (Hanoi), and Da Nang have also been established, ready to welcome investors.
Also at the meeting, Minister Dien asked the US State Department to take action to accelerate the review process and soon recognize Vietnam as a market economy. "Vietnam also wants the US to evaluate objectively, fairly, and in accordance with WTO regulations in trade defense investigations," Minister Nguyen Hong Dien expressed.
Mr. Dien affirmed that Vietnam is ready to create an open business environment and the most favorable conditions for businesses of the two countries to exploit market opportunities through bilateral cooperation.
