"The sand mine in Dien Tho commune (Dien Ban town) has a reserve of 159,000m3 , when multiplied by the state-announced price of 150,000 VND/ m3 , the result is at least 23.8 billion VND. What is the basis for setting a starting price of only 1.4 billion VND?" - a business owner in Da Nang raised the question.

Starting price must be based on regulations

Speaking to Tuoi Tre Online , a leader of Dien Ban Town People's Committee said that the starting price of 1.4 billion VND for the sand mine that was just auctioned in Dien Tho commune was based on regulations.

Accordingly, at the end of March, the People's Committee of Quang Nam province approved the plan to auction mineral exploitation rights with starting prices for 22 mineral exploitation investment portfolios in districts and towns including Que Son, Dai Loc, Phu Ninh, Tien Phuoc, Phuoc Son, Tay Giang, and Dien Ban.

Of these, the DB2B sand mine in Dien Tho commune belongs to the group of common construction materials, with a starting price for auction of R=5, (equivalent to 1.4 billion VND). The mine has an area of ​​6.04 hectares, with an exploration reserve of 159,000m3 .

According to the authorities, the starting price of 1.4 billion VND for the 159,000m3 mine in Dien Ban is because the mine is located in an area that has not been explored for minerals.

The starting price of the auction is determined by the mineral exploitation rights fee (R) specified in Appendix I of Decree No. 67/2019/ND-CP of 2019 of the Government.

Ms. Phan Thi Thu Suong, chairwoman of Dien Tho Commune People's Committee, said that although the location of the 370 billion VND sand mine is in Dien Tho's area, to exploit it, one must take a boat across the river.

The sand mine emerges in the middle of the river, quite far from the shore. The sand is deposited after each flood season.

"The local authorities do not know the truth of the auction price of 370 billion VND. But in reality, the price of sand still lying at the bottom of the river is very low, somewhere only a few tens of thousands per cubic meter .

When brought ashore, there are many costs such as labor, wharfage fees, environmental resource taxes..." - Ms. Suong said.

Enterprises that used to exploit mines also "let go"

Among the units participating in the sand mine auction in Dien Tho commune on October 18, there was a business that had been granted mining rights at the very sand mine that was put up for auction.

Ms. Phan Thi Thu Suong said that DB2B is an alluvial sand mine. During the rainy season, sand from upstream flows down, and due to the constricted flow, the sand accumulates and forms an alluvial land on the other side of the Thu Bon River.

There are currently two sand mines in Dien Tho commune. Mine DB2B was granted exploitation rights to a large enterprise in Da Nang 3 years ago.

After the license expired, the mine was closed for environmental restoration. Recently, after the agreement of the neighboring people, the mine was put up for auction.

Regarding the closing price of 370 billion VND on October 19, the chairwoman of Dien Tho commune said she did not attend in person.

But when she heard the price of the sand mine was 370 billion VND, she talked to the representative of the company that used to exploit the DB2B mine. This company was also present at the auction on October 18.

"They told me they also wanted to continue mining. But when the price went up to around 50 billion VND, they found they could not continue so they gave up," said Ms. Suong.

According to Ms. Suong, the reason why the price of the DB2B sand mine is pushed up to hundreds of billions of dong may stem from the mine's annual sedimentation capacity.

Unlike open-pit mines that are mined out as soon as they are mined, the DB2B mine is filled with sand every mining season when floods come. Therefore, this mine can only run out of time, but the sand source will not run out.

"I think the businesses that have exploited it know best how profitable it is. But they themselves gave up halfway because they found the price too high," said Ms. Suong.

At noon on October 22, speaking with Tuoi Tre Online , a representative of the unit that was granted the right to exploit the DB2B mine confirmed that this enterprise participated in the bidding in Dien Ban town on October 18.

"They competed too fiercely, we saw an opportunity so we also participated in the bidding, but when the bidding reached the point of "being unbearable" we had to withdraw" - said a representative of the business that was granted the right to mine DB2B.

As reported by Tuoi Tre Online , on October 18, at the hall of Dien Ban Town People's Committee, an auction of mineral exploitation rights for the DB2B mine took place. The auction went beyond the imagination of the authorities. Businesses continuously pushed their bids sky high.

It took 20 hours, starting from 8am on October 18th to 4:08am on October 19th, for the auction to end. During these 20 hours, the authorities had to close the doors and bring in food and drinks from outside to monitor the auction process.

The final price for the 159,000m³ sand mine was also surprising at 370 billion VND, the closing unit was MT Quang Da Joint Stock Company, an increase compared to the starting price of 369.3 billion VND.
