Why not propose to swap the April 30 holiday earlier?

The Ministry of Labor, War Invalids and Social Affairs explained that it was only near the April 30-May 1 holiday that it received many proposals to swap working days to extend the holiday and stimulate tourism.

On April 4, the Ministry of Labor, War Invalids and Social Affairs drafted a report to the Prime Minister and sent a dispatch asking for opinions from 15 ministries and agencies on switching the working day of April 29 to another time. If the proposal is approved, people will have a 5-day holiday, including two weekend days, one swap day and two official days off.

This is the first time in many years that the professional agency has proposed swapping the April 30-May 1 holiday and leaving it 25 days apart.

Explaining this, Mr. Ha Tat Thang, Director of the Department of Labor Safety - the agency that drafted the draft, said that near the holiday, the Ministry of Labor, War Invalids and Social Affairs received many proposals to swap and extend the holiday to stimulate tourism and the economy in a difficult context, creating conditions for people across the country to go out and relax.

Regarding not asking for opinions earlier, from September 2023 along with the Tet holiday plan, Mr. Thang said that the current law stipulates asking for the Prime Minister's opinion on the number of days off for the Lunar New Year and National Day on September 2. The remaining holidays including New Year, Hung King's death anniversary and April 30-May 1 are implemented according to the Labor Code. If the Tet holiday coincides with a weekly day off, the compensatory day off will be applied in the following working week.

The case of exchanging working days for extended holidays on April 30 - May 1 this year is not included in the provisions of the Labor Code, so it is necessary to consult with competent authorities. The Ministry of Labor, War Invalids and Social Affairs cannot decide on its own. The proposal is only in the draft stage, consulting with ministries and branches, and has not been officially submitted to the Prime Minister.

"The authority to decide on issues beyond the provisions of the law belongs to the National Assembly, so it is necessary to seek opinions according to the correct procedures," Mr. Thang said.

The consultation with 15 agencies and ministries on the extension must be completed before April 8. Mr. Hoang Quang Phong, Vice President of the Vietnam Chamber of Commerce and Industry (VCCI), one of the consulted units, agreed with the swap to extend the holiday.

"The proposal is a bit late, so it will more or less disrupt businesses' production plans and schedules, but it can be overcome. The long holiday brings many benefits to both workers and the economy," Mr. Phong said, suggesting that the working day swap for April 29 could be arranged in the week following the holiday.

VnExpress 's survey of 29,000 readers showed that 88% agreed with the swap and 12% disagreed. However, many people said that the late proposal would disrupt their work and vacation plans. If they knew early that they would have a long holiday, people would arrange their work to travel far away and book plane and train tickets early, which would be much cheaper than booking close to the holiday.
