Discussing on the sidelines of the session, delegates said that the field of gender equality is increasingly receiving attention and direction from the leaders of the Party, State, National Assembly, Government and Prime Minister. By the end of 2023, 11/20 targets had met and exceeded the targets of the Strategy to 2025; 3/20 targets had partially met the targets set for 2030, of which 12 targets had achieved better results than in 2022. Delegate Pham Nhu Hiep (Thua Thien - Hue) assessed that the results achieved in the past time have demonstrated the great efforts of the Party and State in implementing gender equality. The proportion of female workers in the employment sector, the proportion of female leaders in agencies and enterprises is increasing... Many policies on salary, career incentives, allowances... issued to support women have demonstrated the efforts of agencies in implementing this work. However, one of the shortcomings and limitations is that the gender imbalance at birth has not yet decreased, and this target is also difficult to achieve by 2025, which will lead to social and demographic consequences, and is one of the causes of gender inequality. Emphasizing that great efforts must be made to solve this problem, delegate Pham Nhu Hiep proposed a number of solutions, including promoting the role of women in society. In the family, there must be a balance in raising children between women and men to build a happy family. In addition, the policies of the Party and the State must have many incentives in terms of employment, maternity, and post-natal leave, creating conditions for women to improve their vocational skills, study, improve their qualifications, and balance their income with men. Delegate Truong Xuan Cu (Hanoi) said that it is necessary to pay more attention to women in a number of key and fundamental areas so that women can fully develop their abilities. According to the delegate, in the current development trend and in line with the Party's policy, it is necessary to pay attention to the quota of women participating in the political field and cadres doing key work. "As long as the cadre work is done well and meets the quota, then other quotas will certainly be easier to achieve," the delegate emphasized. According to the Audit Report of the National Assembly's Social Committee, women are increasingly participating in the policy-making and decision-making process; holding important leadership positions, making positive contributions to the cause of national construction and development. The proportion of female deputies to the 15th National Assembly reached 30.26%, exceeding 30% for the first time since the 6th National Assembly, rising from 71st to 55th in the world and 4th in Asia. The proportion of female deputies to People's Councils at all levels for the 2021-2026 term increased at all three levels: provincial, district and communal. Delegates also said that the Government needs to effectively direct the implementation of the Program "Enhancing equal participation of women in leadership and management positions at all levels of policy-making for the 2021-2030 period"; effectively implement projects, policies and solutions to reduce the rate of gender imbalance at birth; adapt to population aging, digital technology, income, employment, climate change and reduce gender gaps. Ministries, departments, sectors and localities should step up propaganda and raise social awareness of gender equality; pay attention to allocating funds for activities and contents on gender equality, and establish gender-responsive budgets in socio-economic development programs; strengthen and improve the capacity of staff working on gender equality.
