On March 29, Ms. Nguyen Ngoc Viet Nga, Deputy Director of the Department of Health of Can Tho City, reported to the Executive Committee of the Can Tho City Party Committee on the current situation of medicine and medical supplies supply in the city.
Regarding the drug supply situation, Ms. Nga said that in 2023, the Can Tho city health sector will organize centralized bidding to supply to all hospitals in the city.
By October 2023, all 10 bidding packages will be completed and drug supply will be completed within 24 months.
However, the winning bid results only reached nearly 80% of all bid items, the remaining nearly 20% of the departments are still carrying out the bidding process.
"The difficulty is that the 2023 Bidding Law will take effect from January 1, 2024 and the Ministry of Health is drafting a circular to guide this Bidding Law.
The Department has proposed to soon issue this circular so that the Can Tho City health sector can continue bidding to supply medicine to units in the area," said Ms. Nga.
Ms. Nga further explained: "The difficulty is that in 2023, many new documents guiding the bidding for chemicals and materials related to the health sector will be issued, such as Circular 08 and Circular 14. The bidding process is long, with many steps. While it is being implemented, new documents are issued, and we have to follow the new documents, so the bidding situation takes longer than expected.
The next difficulty is that from 2016 to 2020, there was a phenomenon of exceeding the fund and the total payment according to health insurance regulations, but it was not paid, so hospitals encountered many difficulties due to lack of money.
At the end of 2023, the Government issued Decree 75 allowing payment of all amounts that units exceeded the total fund from 2016 - 2020, removing difficulties for units with money to buy medicine, supplies, pay debts, and supply hospitals in time.
Ms. Nga also said that another difficulty is that the bidding capacity of medical staff is very limited because the majority are doctors. Last year, the Department of Health organized many training courses on bidding and invited the Bidding Management Department (Ministry of Planning and Investment) to train bidding for all units under the Department of Health tomorrow, March 30.
