The Ministry of Industry and Trade drafts Circulars on the list of goods bought, sold and exchanged by border residents.
The Ministry of Industry and Trade (Import-Export Department) has developed two Circulars of the Minister of Industry and Trade, including: (1) Circular amending and supplementing Circular No. 01/2018/TT-BCT dated February 27, 2018 detailing goods bought, sold and exchanged through secondary border gates and border openings of traders; (2) Circular amending and supplementing Circular No. 02/2018/TT-BCT dated February 27, 2018 detailing the list of goods bought, sold and exchanged by border residents.

Accordingly, the draft Circular Amending and supplementing a number of Articles of Circular No. 01/2018/TT-BCT dated February 27, 2018 of the Minister of Industry and Trade detailing goods bought, sold and exchanged through secondary border gates and border openings of traders has amended and supplemented Article 1 of Circular No. 01/2018/TT-BCT dated February 27, 2018 of the Minister of Industry and Trade detailing goods bought, sold and exchanged through secondary border gates and border openings of traders as follows:
This Circular details goods bought, sold and exchanged through secondary border gates and border openings of traders according to the provisions of Decree No. 14/2018/NDCP dated January 23, 2018 of the Government detailing border trade activities and Decree No. 122/2024/ND-CP dated October 4, 2024 of the Government amending and supplementing a number of articles of Decree No. 14/2018/ND-CP.
The Draft Circular, once issued, will replace and abolish a number of articles and appendices of Circular No. 01/2018/TTBCT dated February 27, 2018 of the Minister of Industry and Trade detailing goods bought, sold and exchanged through secondary border gates and border openings of traders.
Draft No. 2 is the Draft Circular amending and supplementing a number of articles of Circular No. 02/2018/TT-BCT dated February 27, 2018 of the Minister of Industry and Trade detailing the List of goods bought, sold and exchanged by border residents, as follows:
Article 1. Amending and supplementing a number of Articles of Circular No. 02/2018/TT-BCT dated February 27, 2018 of the Minister of Industry and Trade detailing the List of goods bought, sold and exchanged by border residents:
Specifically, amend and supplement Clause 1, Article 2 as follows: “1. Border residents buying, selling and exchanging goods across the border as prescribed in Clause 1, Article 1 of Decree No. 122/2024/ND-CP”.
Amend and supplement Article 3 as follows: "Article 3. List of imported and exported goods in the form of cross-border trading and exchange by border residents".
Exported goods in the form of purchase and sale, exchange through secondary border gates, border openings of traders are carried out in accordance with the provisions of law.
Goods not listed in Clause 2 of this Article shall not be imported in the form of purchase, sale or exchange of goods by border residents.
In case of need to ensure food safety and prevent cross-border epidemics, the Ministry of Industry and Trade, after discussing with relevant ministries and branches, decides to temporarily suspend the import of a number of items in the List of goods for purchase, sale and exchange by border residents issued according to regulations in Clause 2 of this Article in each locality with a specific time.
