VEC is authorized to invest in electric charging station systems on 5 expressways.
The investment in additional electric charging stations at rest stops on 5 expressways managed and operated by Vietnam Expressway Corporation - VEC is under the decision-making authority of this unit.

The Ministry of Transport has just sent an official dispatch to VEC regarding the addition of electric charging stations and electric charging equipment at rest stops on highways managed and operated by this unit.
According to the Ministry of Transport, it is necessary to invest in additional electric charging stations and electric charging equipment at rest stops on highways managed and operated by VEC to meet practical needs and serve electric vehicles participating in traffic on highways.
Currently, VEC is assigned to be the investor of 5 expressway projects including: Noi Bai - Lao Cai, Cau Gie - Ninh Binh, Ho Chi Minh City - Long Thanh - Dau Giay, Da Nang - Quang Ngai (under operation); Ben Luc - Long Thanh (under construction) and is assigned by the Prime Minister to exploit services along the expressway invested by VEC.
"Therefore, we request that VEC, based on the functions and tasks assigned to the investor, study and implement additional investment in the above-mentioned items in accordance with legal regulations," the official dispatch of the Ministry of Transport signed by Deputy Minister Nguyen Duy Lam stated.
Previously, VEC sent a document to the Ministry of Transport requesting to install electric charging stations and electric charging equipment at rest stops on 5 expressways operated and exploited by this unit.
Specifically, for the 7 rest stops (on both sides of the route) currently in operation, VEC said that at the time of investment and construction of these rest stops, they were implemented in accordance with the regulations in QCVN 43:2012/BGTVT, and there were no regulations requiring rest stops to have areas for installing electric charging posts and electric charging equipment.
Therefore, based on the current status of rest stops, VEC proposes to add a minimum of 30 charging locations on each side of the station; 1 transformer station serving the charging station with a capacity of 2000KVA/station and infrastructure system.
For the 2 rest stops (on both sides of the route) that have not been constructed, VEC proposes to update the charging station items and related works in the project's master plan design documents and total investment.
Regarding the 3 bus stops, the Ministry of Transport has issued Decision No. 938/QD-BGTVT dated July 31, 2023 approving 3 bus stops. Therefore, VEC proposes to update the electric charging station category into the design of bus stops on the highways managed and operated by this unit.
It is known that Circular No. 09/2024/TT-BGTVT dated April 5, 2024 of the Ministry of Transport stipulates that rest stops must arrange areas for installing electric charging posts and electric charging equipment. This is an important infrastructure to meet the increasing demand for electric car charging; at the same time, it contributes to ensuring traffic safety and order for vehicles when traveling on highways.
