Promoting the role of militia and self-defense forces

The Militia and Self-Defense Force (MDF) is a mass armed force that is not separated from production and work; is a force that protects the Party, the government, the lives and property of the People, and the property of the State in localities and bases; is ready to fight, serve in combat, and act as the core with the entire people to fight the enemy in localities and bases when there is war; participates in building the all-people national defense, defense zones, civil defense, protecting national security and ensuring social order and safety, and fighting against crime. Over the past 90 years of establishment and development (March 28, 1935 - March 28, 2025), this force has increasingly promoted its assigned role and responsibilities.

Over the past 90 years, the Vietnam People's Army has lived and fought in the hearts of the people, been loved and protected by the people, inherited and promoted the patriotism and military art of the Vietnamese people, overcome countless hardships and challenges, together with other forces and the people, made great victories in the cause of national liberation, defending the Fatherland, and fulfilling glorious international obligations. Through the revolutionary periods, over 370 collectives and 284 individuals have been awarded the title "Hero of the People's Armed Forces" by the Party and State. In 2015, on the occasion of the 80th anniversary of its tradition, the Vietnam People's Army was awarded the Gold Star Order by the President.

The great contributions and glorious achievements of the Vietnam People's Militia and Self-Defense Forces have contributed to the cause of national liberation in the past, as well as to the cause of building and defending the Socialist Republic of Vietnam today, as affirmed by President Ho Chi Minh: "The militia, self-defense forces and guerrillas are the forces of the entire nation, an invincible force, an iron wall of the Fatherland. No matter how brutal the enemy is, if they come into contact with that force, that wall, any enemy will disintegrate." The history of the nation's struggle to build and defend the country shows that the birth and development of the Vietnam People's Militia and Self-Defense Forces is a universal law in maintaining the country's military and defense strength; it is the art of organizing armed forces, and it is the inheritance of the nation's policy of defending the country.

A typical example is the process of building the militia force in Phu Tan district, where more than 96% of the population are religious. Since joining the militia force of Phu An commune, soldier Truong Quang Minh has always performed well in training and patrolling according to his assigned duties. Thanks to his good efforts and outstanding achievements, in 2024, he was admitted to the Party. Soldier Le Tan (Military Command (CHQS) of Phu My town) was also admitted to the Party, after a series of active and exemplary days leading all local activities. Lieutenant Colonel Hoang Quoc Thao (Political Commissar of Phu Tan District Military Command) said: “Recognizing the role of the militia and self-defense force, in recent times, from the district to the grassroots units have done a good job of selecting militia and self-defense forces in accordance with regulations. Localities have focused on building a force with a reasonable organizational structure, ensuring sufficient military components, suitable for each locality, in the direction of “strong, comprehensive, widespread”. In particular, the Party development work has always achieved good results, the rate of party members is higher year after year. Since then, the fighting strength of Party committees and Party cells has been constantly improved, contributing to the successful completion of military and national defense tasks at the grassroots level”.

In An Giang, the Party members in the militia force currently account for 25.5%; 100% of communes, wards and towns have Party cells and military units; 100% of Party cells have Party committees. The militia force in general, and the cadres of the commune-level military command in particular, have recently received systematic training; over 90 cadres have been appointed and promoted to higher leadership positions in the grassroots political system. Secretary of the Hoa Lac Commune Party Committee Huynh Van Hoang shared: “After participating in the militia force for a while, I was sent to university for basic military training. Thanks to the knowledge I learned and the trust of the local Party Committee and government, I was assigned and arranged to a higher position.”

The provincial militia and self-defense force and the provincial armed forces have contributed many important efforts and achievements in the process of building and developing the homeland, through good coordination with functional forces to patrol and protect the safety of the province's defense works, key areas, protect holidays, Tet, important political events of the country, local festivals; participate in effectively handling hot spots of large gatherings, disputes and complaints... In particular, this is the core force in rescue situations, flood and storm prevention and control, overcoming the consequences of natural disasters, epidemics, preventing and fighting fires, forest fires, working to help people, implementing military rear policies, revolutionary action movements at the local level and at the grassroots level; highly appreciated by the Party committee and government, and increasingly trusted by the people.

Building a strong and widespread militia and self-defense force is a strategic and important policy, both urgent and fundamental in the long term, requiring the participation and promotion of responsibility of the entire political system and the entire people, under the leadership of the Party, contributing to enhancing the strength of the armed forces, firmly protecting the Fatherland in all situations. According to the Provincial Military Command, the 90th anniversary of the Militia and Self-Defense Force Tradition Day arouses national pride and self-esteem, promotes revolutionary heroism, enhances patriotism, love for socialism, the will to be self-reliant, self-reliant, overcome all difficulties and challenges; strive to build a strong national defense, a national defense posture associated with a solid people's security posture.
