Vietnam Inland Waterways Administration strengthens solutions to strictly control safety conditions and management, promoting transport development.
Strict control of safety conditions and loads
Early in the morning, at the Hoang Thach Inland Waterways Port Authority (Uong Bi, Quang Ninh), it was busy. Staff members were receiving and processing the procedures for vehicles to leave the port with the captain, and people were checking the safety conditions of the vehicles and crew members according to regulations.
Mr. Pham Hong Quan, Deputy Head of Hoang Thach Inland Port Authority, said that the unit is assigned to manage more than 20 inland ports and wharves stretching 18km along Mao Khe River, mainly ports and wharves serving the loading and unloading of goods such as cement, coal, construction materials, etc., so the daily workload is large. On average, the unit has to carry out procedures for 400-500 vehicles entering and leaving the port each month, while its staff is thin.

However, in order to strengthen management, facilitate transportation, and ensure inland waterway traffic safety in the area, representatives of Hoang Thach Port Authority always focus on doing a good job of managing ports, wharves, and vehicles; strengthen inspection and guidance on compliance with legal regulations on inland waterway traffic for port and wharf owners, vehicle owners, crew members, vehicle drivers, etc.
In which, promote propaganda and dissemination of compliance with legal regulations on controlling road vehicle loads at ports and inland waterways; check the safety conditions of vehicles and equipment for loading and unloading goods such as: Registration Certificate, Safety Certificate, etc.
For watercraft and ships, port officials also regularly check safety conditions before entering and leaving ports and inland waterway terminals. In addition to checking the papers and documents of the vehicle such as: Registration certificate, Technical safety and environmental protection certificate, Certificate of professional competence, professional certificates of crew members, they also focus on controlling the tonnage of goods allowed to be carried through warehouse delivery notes, goods invoices, safety waterline markings, etc. Thereby helping to improve the efficiency and effectiveness of state management work, minimizing the risk of inland waterway traffic accidents.
Mr. Nguyen Van Long, Deputy Director of the Inland Waterway Port Authority Region I, said that within the management scope of the unit in Hai Phong, Quang Ninh and Hai Duong cities, the total number of ports and wharfs announced is 55 ports and 90 wharfs. In the first 11 months of 2024, port authorities received 30,725 vehicles with a cargo volume of 58.8 million tons.
Along with quickly implementing procedures for vehicles entering and leaving ports, the unit pays special attention to controlling vehicle weight. Recently, the unit has coordinated and participated in interdisciplinary inspection teams to organize inspections and handle violations of road vehicle weight; focusing on inspecting the loading and unloading of goods on cars and semi-trailers when participating in road traffic for 9 ports and wharves in Hai Phong city.
Strengthen management, facilitate transportation
In the Southern region, Director of the Inland Waterways Port Authority Region IV Tran Van Minh said that the unit has inspected and licensed 121,087 vehicles entering and leaving the port and wharf, corresponding to 33,205,740 tons of total tonnage.
In addition to strengthening inspection of safety conditions for vehicles and drivers, the unit has revised and supplemented a number of internal procedures for handling administrative procedures for providing direct public services in the issuance of permits to enter and leave ports and inland waterway wharves for inland waterway vehicles to strengthen management and facilitate transportation.

At the same time, strengthen the direction and inspection of the port authorities' representatives on the implementation of the licensing process for vehicles entering and leaving ports and wharves to ensure quickness and correct procedures.
At the industry level, a representative of the Vietnam Inland Waterways Administration said that inland waterway transport will continue to grow well in 2024. Passenger transport is estimated at 353.3 million passengers, up 11.1% compared to 2023 and 7.87 billion passenger-km, up 11.4%. Freight transport is estimated at 528.98 million tons, up 11.2% compared to 2023 and 118.87 billion ton-km, up 9.5%.
As for the Vietnam - Cambodia border transport route, by November 20, 2024, the Vietnam Inland Waterways Administration had issued 968 Cross-border Transport Licenses, including 150 licenses for vehicles carrying dangerous goods, 27 licenses for passenger vehicles, and 791 licenses for vehicles carrying dry goods/containers.
To achieve this result, the Vietnam Inland Waterways Administration has implemented many solutions in management and promotion of transportation. In particular, the work of drafting legal documents has completed the draft Circular regulating the content and training program for crew members and drivers of inland waterway vehicles; Completed the draft Circular amending and supplementing a number of articles of Circular No. 75/2014 regulating the registration of inland waterway vehicles.
At the same time, continue to complete the contents of the project of the model waterway transport route ICD Que Vo - Hai Phong seaport. Continue to accompany and promptly remove difficulties to promote production and business activities, improve the operational capacity of enterprises.
Vietnam Inland Waterways Administration coordinated with the Department of Transport - Ministry of Transport, Vietnam Maritime Administration to organize a dialogue meeting between maritime and inland waterway enterprises with the participation of 180 maritime, inland waterway and logistics enterprises nationwide. Thereby listening to and absorbing the opinions of enterprises and state management agencies, to find solutions to remove difficulties and promote transport development.
