Empowering local government

Grassroots government is an important bridge between the state and citizens, where all policies are realized.

On March 28 in Hue City, the Network of Law Training Institutions in Vietnam in collaboration with the University of Law, Hue University organized a national scientific conference with the theme "Organization and operation of local government to ensure effectiveness and efficiency in the new period".

Dr. Le Thi Nga, School of Law, Hue University, believes that merging provinces, eliminating district levels and establishing grassroots levels with a wide scope and large scale should diversify the forms of local agencies. From there, it aims to narrow the gap between the people and the province, help reduce congestion in provincial work, attract a part of good personnel at district and provincial levels as well as reduce the rate of redundant personnel after the apparatus is rearranged.

Dr. Nguyen Thi Thien Tri, Ho Chi Minh City University of Law, affirmed that the grassroots government is an important bridge between the state and citizens, where all policies are realized. In our country, in the past, the intermediate level (district level) was assigned to perform too many tasks in dealing with the people, while the commune level has not received policy investment to develop as a key level in policy implementation.

Therefore, when the intermediate level no longer exists, the grassroots government needs to be strengthened with sufficient personnel and expertise to carry out the tasks and missions of the grassroots government in accordance with its corresponding position and role. The central government should assign the provincial government to be the focal point and proactively and autonomously decide on the re-allocation of authority to the grassroots level.

Dr. Nguyen Thi Thien Tri also said that in the current context, with the time considered a milestone to carry out the transformation of the law on local government, the solution to promulgate the General Urban Law or the Special Urban Law is valuable and has a strong decisive effect on the reform of urban government.
