Lao Cai establishes Steering Committee to implement the Project on administrative unit arrangement

Kinhtedothi - Lao Cai Provincial Party Committee has just issued Decision No. 1146-QD/TU dated March 26, 2025 to establish a Steering Committee and a Working Group to assist the Steering Committee in implementing the Project on rearranging administrative units in the province.


According to the Decision, the Steering Committee for the implementation of the Project on administrative unit arrangement in Lao Cai province consists of 32 members. Secretary of the Provincial Party Committee, Chairman of Lao Cai Provincial People's Committee Trinh Xuan Truong is the Head of the Committee.

The Standing Deputy Head of the Committee is Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Vu Xuan Cuong. The Deputy Head of the Committee is Deputy Secretary of the Provincial Party Committee Hoang Giang. The Deputy Head of the Committee in charge is Member of the Standing Committee of the Provincial Party Committee, Head of the Organization Committee of the Provincial Party Committee Pham Toan Thang.

The 28 members of the Steering Committee are members of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council, Vice Chairman of the Provincial People's Committee, Chairman of the Provincial Vietnam Fatherland Front Committee, Chairman of the Provincial Party Committee's Inspection Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission, Head of the Provincial Party Committee's Internal Affairs Commission, Director of the Provincial Public Security Department, Commander of the Provincial Military Command, Commander of the Provincial Border Guard Command; Directors of the Departments: Home Affairs, Finance, Construction, Agriculture and Environment, Culture - Sports and Tourism, Ethnicity and Religion, Justice; Chief of Office: Provincial Party Committee, Delegation of National Assembly Deputies and Provincial People's Council, Provincial People's Committee and Secretaries of 9 District Party Committees, Town Party Committees, and City Party Committees.

The working group assisting the Steering Committee in implementing the Project on administrative unit rearrangement in the province consists of 18 members. Provincial Party Committee member and Director of the Department of Home Affairs Nguyen Van Minh is a member of the Steering Committee and Head of the Working Group.

Deputy Director of the Department of Home Affairs Le Anh Duc is the Deputy Head of the Working Group. Members include specialists, deputy heads, heads of departments, offices, and units under the Provincial Party Committee's Organization Board, the Provincial Military Command, the Department of Finance, the Department of Construction, the Department of Agriculture and Environment, the Department of Ethnic Minorities and Religions, the Provincial People's Committee Office, and the Chairmen of the People's Committees of 9 districts, towns, and cities.

The Head of the Steering Committee uses the seal of the Provincial Party Committee; the Deputy Head and members of the Steering Committee use the seal of the agency or unit where they work when signing and issuing documents of the Steering Committee. The Steering Committee operates on a part-time basis and dissolves itself after completing its tasks. Specific tasks are assigned by the Head of the Steering Committee.

The Department of Home Affairs is a standing agency, responsible for performing the following tasks: advising the Steering Committee on the implementation of work contents on the arrangement of administrative units in the province; presiding over and coordinating with agencies, units and localities to develop maps of the current status of administrative units, maps of plans for the arrangement of administrative units in the province; developing plans and projects for the arrangement of administrative units in the province; making budget estimates for the development of plans and projects for the arrangement of administrative units in the province on the basis of savings and efficiency, reporting to the Provincial People's Committee for decision; performing other tasks assigned by the Provincial Party Committee, the Provincial People's Committee and the Steering Committee during the implementation process. During the implementation process (if necessary), the Department of Home Affairs decides to add members of the Working Group according to regulations.

Decision No. 1146-QD/TU also specifically stipulates the duties and powers of the Heads of the Steering Committee, Deputy Heads of the Steering Committee, Heads of the Support Groups, Deputy Heads of the Support Groups and each member of the Steering Committee and Support Groups.
