On February 23, the Ho Chi Minh City Party Committee's Inspection Committee held a thematic conference on "Current situation, experience and methods in leadership, direction and implementation of Directive No. 24-CT/TU dated November 11, 2019 of the Standing Committee of the City Party Committee on inventory and review of land funds, houses, constructions and other assets attached to state-owned land in the city".
The conference was chaired by comrades: Phan Van Mai, member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee; Duong Ngoc Hai, member of the Standing Committee of the City Party Committee, Chairman of the Inspection Committee of the Ho Chi Minh City Party Committee.
Need to exploit resources well for socio-economic development
Speaking at the meeting, Deputy Secretary of the City Party Committee and Chairman of the Ho Chi Minh City People's Committee Phan Van Mai emphasized two requirements of Directive 24, which are to review statistics to grasp resources and effectively exploit and use public assets.
He acknowledged that the units have deeply understood the spirit of Directive 24, which is reflected in not only focusing on management and use but also raising the issue of linking it to the development of public assets, creating assets for future generations.
According to comrade Phan Van Mai, the public assets of Ho Chi Minh City are very large, if well managed and exploited, they will be a resource to implement the socio-economic tasks of Ho Chi Minh City. However, he acknowledged that the management and exploitation process is still complicated, leading to loss of assets and violations by some organizations and individuals.
In addition to the results of implementing Directive 24, there are still shortcomings and limitations, and things that have not met the requirements. Specifically, Ho Chi Minh City has not been able to digitize, has not been able to handle overlapping issues, and only grasps assets on paper, which are not synchronized with reality. In terms of management and use, there is still no classification of assets for investment, exploitation, and new development...
In the coming time, comrade Phan Van Mai requested that the Party Committee of the Ho Chi Minh City People's Committee, the Standing Committees of the District Party Committees, the Thu Duc City Party Committee, and leaders of units holding public assets review what has been and has not been done; strengthen the working groups of Directive 24.
According to him, the goal is to supplement the implementation plan in the first 6 months of 2024 and agree on the tasks to be done so that in the second half of 2024 and the whole year of 2025, the requirements of Directive 24 can be met, so that public assets in the city can be managed and operated in accordance with the spirit of this directive.

According to him, reviewing statistics and grouping to resolve problems is the main task of districts, towns and Thu Duc City. Meanwhile, the main task of the city level is to urgently complete the guidelines, procedures, regulations on transferring, receiving, auctioning assets, and investing in new development of public assets.
For work contents that have been regulated, they should be implemented immediately; for contents that have not been regulated, or have overlapping regulations, comrade Phan Van Mai noted the need to apply Conclusion 14 of the Politburo on the policy of encouraging and protecting dynamic and creative cadres for the common good.
Comrade Phan Van Mai also said that it is necessary to calculate additional functions and tasks for the Ho Chi Minh City Housing Business Management Company Limited and the Housing Management and Construction Inspection Center. "When the functions and tasks are fully defined, these two agencies can advise, not only to save money on annual management and operation of public assets, but also to develop the housing and land fund and public assets," he stated.
Along with that, agencies such as the City Party Committee's Inspection Committee, the Ho Chi Minh City Inspectorate, the Internal Affairs Committee, the Ho Chi Minh City People's Council, the Vietnam Fatherland Front of Ho Chi Minh City and socio-political organizations need to strengthen inspection and supervision to continue to rectify and avoid negative errors in the management and exploitation of public assets.
Regarding the recommendations at the conference, comrade Phan Van Mai emphasized the drastic viewpoint in decentralization and authorization. Unused public assets should be prioritized for the construction of public works such as schools, parks, medical stations, etc.
Strengthen self-inspection and monitoring
Receiving the direction and conclusion of the conference, Chairman of the Inspection Committee of the Ho Chi Minh City Party Committee Duong Ngoc Hai emphasized that Directive 24 was issued with the meaning of raising awareness, role and responsibility of Party committees and leaders in managing public land and public housing in the city; gradually correcting and overcoming limitations, shortcomings, violations and moving towards improving the effectiveness of management and use of houses, land and assets attached to land owned by the State.
The Chairman of the Inspection Committee of the Ho Chi Minh City Party Committee noted a number of contents related to inspection and supervision work. In particular, Party committees and inspection committees at all levels should raise awareness of the role, significance and effectiveness of inspection, examination and supervision of the implementation of Directive 24 on the management and use of houses, land and assets attached to land owned by the State.
Comrade Duong Ngoc Hai emphasized that it is necessary to consider the inspection, examination and supervision of this content as a regular task, and the implementation process must always closely follow the leadership and direction of the Ho Chi Minh City Party Committee, the Party Committee at the same level and the inspection committee at a higher level.
Along with that, leaders and directors strengthen inspection, examination and supervision, especially self-inspection of the management and use of houses, land and assets attached to land owned by the State. In particular, he noted the focus on inspection, examination and supervision of the implementation of Directive 24 and Official Dispatch No. 867 of the Standing Committee of the Ho Chi Minh City Party Committee on strengthening leadership and direction in implementing Directive 24.
At the same time, step up inspections when there are signs of violations against Party organizations and Party members to prevent and stop negativity, corruption, and waste; resolutely and strictly handle organizations and individuals who violate, and cases showing signs of corruption and negativity in the management and use of state-owned houses and land.
At the same time, the inspection and supervision organization shall inspect and supervise the implementation of inspection and supervision conclusions on leadership, direction, and implementation in the management and use of houses, land, and assets attached to state-owned land. Focus on inspecting and supervising Party committees and units that have not yet implemented or have not performed well the inspection, supervision, and rectification of the management and use of houses, land, and assets attached to state-owned land assigned for management and use.
The Chairman of the Inspection Committee of the Ho Chi Minh City Party Committee also noted that through the work of inspection, supervision, and situation grasping, the inspection committees at all levels proactively coordinate with relevant agencies to report to the Standing Committee of the Party Committee to promptly lead, direct, and correct limitations, shortcomings, and violations to improve the effectiveness of management and use of public houses and land.
This is a complex field, related to specialized knowledge, so it is necessary to strengthen training, fostering, and improving the professional skills of officials doing inspection work at all levels in the field of state-owned housing and land management to meet the requirements of assigned tasks.
Focus on digitizing public asset management data
Speaking at the conference, Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Van Dung requested the Ho Chi Minh City Department of Finance to focus on digitalization in the management and use of public assets, because digitalization is extremely important to accurately identify resources, thereby managing and exploiting them effectively.
He also suggested continuing to review difficulties and obstacles, such as price problems and joint venture plans between units. The supervision of the HCMC People's Council shows that there are cases of joint ventures and associations that are not in accordance with regulations, causing losses to the state budget.
