Toll collection on state-invested highways has not yet been finalized

The draft Road Law, drafted by the Ministry of Transport, is being put out for public comment. Notably, the Government has proposed many new regulations in the draft Road Law. Among them, the draft law adds regulations on collecting fees for using state-invested highways based on the number of kilometers traveled on the road.

At the same time, the Government also proposed to supplement regulations on collecting tolls on highways transferred by investors to the State under public-private partnership (PPP) project contracts.

However, in an interview with Thanh Nien yesterday afternoon, July 10, a representative of the Ministry of Transport said that the project to collect fees on state-invested highways had been sent to ministries and branches for comments before being sent to the Government to report to the National Assembly, but many ministries and branches have yet to comment.

According to the process, ministries and branches will have to give their opinions so that the Ministry of Transport can synthesize and report to the Government to unify the plan before submitting it to the National Assembly Standing Committee at the next session for comments, to submit to the National Assembly.

Previously, in early May 2023, the Ministry of Transport submitted to the Government a pilot toll collection plan for 9 expressways invested, managed and owned by the State. The pilot implementation period under the toll mechanism will be a maximum of 5 years from the time the toll collection is implemented on the road.

According to the Ministry of Transport, currently, the law only stipulates the collection of fees for using road services for investment projects for business purposes (BOT projects) according to the price mechanism, there are no regulations on the collection of fees for using highways invested and managed by the State according to the price or fee mechanism.

Accordingly, the Ministry of Transport proposed allowing 9 expressways invested by the State to be completed and put into operation before 2025 to pilot the fee mechanism.

In addition to the Ho Chi Minh City - Trung Luong Expressway, 8 sections of the North - South Eastern Expressway in the 2017 - 2020 period are proposed to apply the pilot mechanism, including: Cao Bo - Mai Son; Mai Son - National Highway 45; National Highway 45 - Nghi Son; Nghi Son - Dien Chau; Cam Lo - La Son; Vinh Hao - Phan Thiet; Phan Thiet - Dau Giay; My Thuan 2 Bridge.

The Ministry of Transport also proposed that the fee could be from 1,000 - 1,500 VND/km/vehicle with less than 12 seats and calculated that the budget for the above 9 expressway sections could be about more than 2,000 billion VND/year.
