The need to bring AI into reviewing legal documents
Speaking at the first meeting of the Government's Steering Committee on Science, Technology, Innovation, Digital Transformation and Project 06 held this morning (March 18), Deputy Minister of Justice Mai Luong Khoi said that the National Strategy on Research, Development and Application of Artificial Intelligence to 2030, issued in Decision 127 dated January 26, 2021 of the Prime Minister, clearly stated: Artificial Intelligence is a fundamental technology field that contributes significantly to creating a breakthrough in production capacity, improving national competitiveness, promoting economic development for sustainable growth.
Therefore, along with other digital transformation activities, since the end of 2023, the Ministry of Information and Communications, now the Ministry of Science and Technology, has coordinated with the Ministry of Justice and CMC Technology Group to conduct research, develop and test a virtual assistant to review legal documents.
In recent years, the work of building and perfecting the law and the legal system of Vietnam has achieved many important achievements. However, there are still many problems, including the legal system with many promulgated provisions, many types of legal documents, the number of promulgated legal documents is very large, it is difficult to avoid the content of legal documents having contradictions, overlaps and duplications.
Legal documents are reviewed, compared and evaluated to detect and handle contradictory, overlapping and inappropriate regulations, contributing to ensuring legality and constitutionality, aiming at unity, synchronization and accessibility of the legal system, creating convenience for agencies, organizations and individuals in applying legal regulations.
Reviewing, comparing and checking documents in the legal system with more than 60,000 documents still in effect (nearly 9,000 documents at the central level and 50,000 documents at the local level) is a huge challenge for officials in charge of checking and reviewing legal documents.
Therefore, the Ministry of Justice believes that it is necessary to apply digital technology, especially artificial intelligence, to gradually support the work of checking and reviewing legal documents, contributing to improving productivity and efficiency of this work.
Deploying the construction of a large legal database
To achieve the above goal, the Ministry of Justice and the Ministry of Science and Technology, together with CMC Corporation, have established a 3-party agreement to research and develop a virtual assistant to review legal documents, initially focusing on 3 main functions:
One is to support, review, and detect conflicts in the form of documents.
Second, check the validity of documents, bases and reference documents in the process of reviewing legal documents.
Third, search for and identify articles, clauses, points, and legal documents related to the regulations and legal documents that need to be reviewed; support the consideration, assessment, and review of the authority and content of the legal documents that need to be reviewed compared to the documents used as the basis for review.
At the same time, the Ministry of Justice has compiled and proposed professional requirements for document inspection and review; supported connection and data exploitation from the National Database of Laws; coordinated with specialized units of the Ministry of Science and Technology, CMC Corporation in the process of researching, developing and testing virtual assistants.
Up to now, the virtual assistant for reviewing legal documents has been connected and directly exploited data from the National Legal Database with over 129,000 documents (over 39,000 central-level documents and 90,000 local-level documents - including both legal documents that are still in effect and legal documents that have just expired); a number of functions have been developed to support the basic activities of checking and reviewing legal documents.
The results of the recent internal testing and evaluation at the Ministry of Justice with 3 target functions show that they basically meet the requirements for supporting the work of checking and reviewing legal documents. In particular, the 2 core functions: "Search" and "Comparison".
From the test results, the Ministry of Justice will actively coordinate with the Ministry of Science and Technology and CMC Corporation to perfect the software to increase the accuracy rate of the results provided by the application.
In general, virtual assistants in reviewing legal documents initially show the potential for applying artificial intelligence to the work of reviewing and drafting legal documents. Continued research and adjustment is needed, but additional data needs to be added to meet the needs.
The Ministry of Justice is reviewing and adding new requirements to develop functions for virtual assistants to support expanded operations such as supporting appraisal work and drafting legal documents.
In addition, the Ministry of Justice also deployed the construction of a large database on the legal system and continued to develop digital platforms for law-making and enforcement.
