In preparation for the meeting on February 20, the Ho Chi Minh City People's Council will consider approving the organization of specialized agencies, personnel work and additional support policies. The Ho Chi Minh City People's Committee has submitted a draft resolution on special policies to support tuition fees for preschool children under 5 years old and public and non-public high school students from the 2025-2026 school year.
From the 2025-2026 school year, along with preschool children, high school students will not have to pay tuition fees.
Accordingly, in the draft resolution on specific policies to support tuition fees for 5-year-old preschool children and public and non-public high school students, the Ho Chi Minh City People's Committee stated that, in accordance with Decree 81 of the Government, from the 2025-2026 school year, primary school students in public schools, 5-year-old preschool children and secondary school students will be exempted from tuition fees. Thus, only preschool children under 5 years old and high school students must pay tuition fees according to regulations.
Towards the 50th anniversary of the National Reunification Day - a particularly important event of the city, it is necessary to build a practical, effective education policy, with valuable meaning, worthy of the level and profound political and humanistic significance. Thereby, people realize that the quality of life in the city is increasingly improved, proud of the achievements of the city, the beneficiaries of which are the people living and working in the city.
From there, it will motivate people to continue to participate and join hands with the Party and government to build an increasingly civilized, modern and humane city.
In addition, from the 2021-2022 school year to the 2024-2025 school year, the City People's Council has issued specific city policies to support tuition fees for students at all levels, specifically as follows:
2021-2022 school year: Support 100% of public tuition fees with a total city budget of 604.5 billion VND.
2022-2023 school year: Support the difference due to tuition fee adjustment, the total amount of the city budget implemented is 1,518.8 billion VND.
School year 2023-2024: Support the difference due to adjusted tuition fees for preschool and high school and support 100% of tuition fees for middle school, the total amount of money the city budget has implemented is 1,833.7 billion VND.
2024-2025 school year: Tuition support for public and non-public secondary school students and continuing secondary education students with a budget of 237 billion VND.
Based on the practical socio-economic situation of the city, on the basis of continuing to inherit and promote the specific policy of tuition support for preschool children and high school students, which has received positive responses from public opinion in recent school years, the development of a specific policy of tuition support for preschool children under 5 years old, high school students studying at public and non-public educational institutions and high school continuing education students in the area from the 2025-2026 school year is a necessary requirement so that all students have the opportunity to participate in learning, which is a premise for building a learning society.
With the above tuition support policy, preschool children under 5 years old and public high school students will not have to pay tuition. Meanwhile, students at non-public schools (except schools with foreign investment) will receive support equal to the tuition fees of public schools.
Specifically, the tuition fees supported are as follows:
The estimated budget for implementing the tuition support policy is 653 billion VND. Of which, the budget for implementing tuition support for preschool children and public high school students is 423 billion VND, and for non-public schools is 230 billion VND.
