Need to have correct awareness of regulations on extra teaching and learning

After one month of implementing Circular No. 29/2024/TT-BGDDT (Circular No. 29), illegal extra teaching and learning has significantly decreased. Although there are still concerns from teachers and anxiety and worry from parents, this has initially created positive changes.

Immediately after Circular No. 29 on extra teaching and learning took effect, many localities across the country made adjustments to their teaching models to adapt to the new regulations.

Switch to two-session/day learning model

Many schools have announced that they will stop all extra teaching and learning activities in schools. The so-called “supplementary” classes are no longer included in the students’ timetable. For example, in Ninh Binh province, many schools have reorganized their timetable to suit the new model.

No more extra class schedules, implementing the model of two sessions/day, five days/week helps students not have to start school too early and finish too late, giving them more time in the afternoon to participate in talent clubs, do group exercises, do projects or participate in sports, arts and life skills activities.

Yen Ninh Town Secondary School is one of the pioneers in applying this teaching method. In the morning, students have four main classes, in the afternoon they continue with three classes on Mondays, Wednesdays, and Fridays, while the remaining days are devoted to extracurricular activities and clubs. Teachers and students have initially recorded positive signals from this model.

Ms. Le Thi Hong Nhung, an English teacher at Yen Ninh Town Secondary School, shared: “Spreading out study time helps students not to feel tired from having to study too many consecutive lessons. This significantly improves the effectiveness of absorbing lectures.”

Not only Ninh Binh province, up to now, nearly 20 provinces and cities across the country have boldly implemented or piloted the model of studying two sessions/day and giving students Saturday and Sunday off. This is an important change, helping to reduce pressure on grades and create new motivation for learning.

However, implementing this model is not without challenges. In big cities, one of the biggest problems is the physical facilities. Not every school has enough classrooms and teachers to organize teaching two sessions/day effectively. There are even some middle and high schools that, despite having the conditions, still do not choose to implement this model.

School leaders believe that students in their teens have complex psychology, and studying all day at school will be difficult to manage, or that parents want their children to study only one session at school and spend the other session in classes of their own choosing... Although these reasons seem reasonable, in fact, the main reason why these schools are not interested in the two-session/day teaching model is to facilitate the operation of extra teaching and learning activities with fees.

Because it was just launched, while the exam season was approaching, students were not yet in the habit of self-studying, so that they would not be overwhelmed, many localities launched a movement for teachers to teach for free. Free classes for final year students were quickly opened, in some schools 100% of teachers volunteered to teach for free, helping students maintain their learning progress.

Closely monitor to avoid distortion

The impact of the implementation of Circular No. 29 is one of the main reasons why the number of business registration applications for tutoring licenses in localities has increased dramatically in recent times. There are still teachers who want to increase their income from tutoring, so they are willing to cooperate and share profits with tutoring centers.

To be safe, some teachers transfer students between teachers in the same school. In some places, although they announce free extra classes, parents still have to pay for electricity, water, blackboards, and chalk - almost equivalent to the tuition fees of traditional extra classes...

In Hai Phong, many parents of students at Luong Khanh Thien Secondary School reported that after Circular No. 29 was issued, the school did not organize extra classes, only studying one session at school, but the remaining session both students and teachers moved to another location 3 km away from the school to study extra; at this location there were more than 10 extra classes, most of which were teachers and students of Luong Khanh Thien Secondary School. Morning classes at school, afternoon classes here and vice versa, teaching and learning were no different from extra classes and teaching at the previous school, the only difference was that the cost was increased far beyond the previous fee, not to mention the parents had to bear the additional travel expenses for their children.

The leaders of the Ministry of Education and Training shared that the management of extra teaching and learning is being implemented synchronously and closely from the Government to ministries, branches and localities. They need to show high determination in managing and making extra teaching and learning transparent to move towards advanced education.

With Circular No. 29 coming into effect, many parents have changed, boldly allowing their children to study on their own, accepting that the immediate learning results may not be high. However, there are still many families who have high expectations and pressure for their children's academic performance, believing that if their children do not take extra classes, they will not be able to pass important exams, and will fall behind their friends...

According to education experts, the key is not the number of extra hours or the score achieved, but the ability to self-study, practice and develop personally. Learning is not just about conquering current exams but also a continuous lifelong process - a long journey of maturity, not a race for speed.

Therefore, to properly implement the spirit of Circular No. 29, there needs to be consensus and consistent action from schools, teachers, parents and students. Although strict control of extra classes is difficult, the quality of education will ultimately reflect its core values.
