This morning, December 27, Acting Chairman of the Provincial People's Committee Ha Sy Dong chaired a meeting to listen to the Provincial Economic Zone Management Board report on projects with slow progress in the Southeast Economic Zone; the situation of handling procedures for project investment proposals and planning arrangements for warehouse and logistics projects in the My Thuy Port area.

8 investors propose projects in My Thuy port area
Head of the Economic Zone Management Board of Quang Tri province Pham Ngoc Minh said: According to the construction zoning plan of the Southeast Quang Tri Economic Zone, the land planned for the area supporting the development of seaports and logistics has an area of 119.4 hectares. Currently, the investment policy has been granted for the Southeast Economic Zone Logistics and Service Center project of the Southeast ICD Joint Stock Company of 20.91 hectares and the Southeast Quang Tri Economic Zone Water Supply System project of the Southeast Quang Tri Economic Zone Water Supply Joint Stock Company of 8.4 hectares, the remaining area attracting investment projects is 90.09 hectares.
Currently, there are 8 investors proposing projects in the field of logistics and port logistics services that are researching investment in the area behind My Thuy port. However, the committee has advised the Provincial People's Committee to consider calculating the overall planning of the port logistics area, avoiding approving many small projects that will affect the overall port logistics area and cause conflicts in the future operation.
For example, My Thuy International Port Joint Stock Company (MTIP) proposed to invest in a seaport logistics project with an area of about 86 hectares in the Southeast Economic Zone with the goal of developing services in the port logistics area of My Thuy port with a total estimated investment of about 2,232 billion VND. The Board is coordinating to study the document of the Ministry of Natural Resources and Environment, including instructions on selecting investors to implement the project in the form of auctioning land use rights to advise the Provincial People's Committee to direct in accordance with the provisions of the Land Law.
For the My Thuy Logistics Service Transit Warehouse project with a scale of 40 hectares, the board is studying the investor's proposal to advise the Provincial People's Committee in accordance with regulations. For the temporary bulk cargo port project and the port logistics service area in the Southeast Economic Zone with a scale of 50 - 60 hectares, the board has requested the Department of Transport to review and evaluate the conformity with the draft seaport planning and consult the Ministry of Transport if necessary. Up to now, the investor, Hoanh Son Group Joint Stock Company, has not submitted a proposal.
Regarding the project of Investment in construction of My Thuy non-tariff goods transit warehouse of Thanh Phuong Investment, Trade and Service Joint Stock Company (scale of 60 hectares), the committee found that it was not consistent with the approved planning and reported to the Provincial People's Committee.
Regarding the My Thuy Port Factory Service Area project of Hao Hung Quang Tri Company Limited, with a scale of 20 hectares and a total investment of 200 billion VND, the location proposed by the investor is within the thermal power land planning area, so it is not in accordance with the planning. The Board is continuing to coordinate and guide the investor to study and propose the project at a location that ensures compliance with the planning.
Currently, the post-port logistics area is attracting many businesses interested in researching and investing to serve the operations of My Thuy port area when it comes into operation. In order to form a port logistics service center, promote land use efficiency, and economic efficiency in the short and long term, the board continues to coordinate with relevant departments and branches to research and propose a comprehensive plan to arrange and ensure effective use of land funds according to the planning of the area supporting the development of seaports, including prioritizing My Thuy port investors to implement.
Resolutely stop investing in sluggish projects
Regarding the slow-progressing projects in the Southeast Economic Zone, Head of the Provincial Economic Zone Management Board Pham Ngoc Minh informed that from the beginning of 2024 to now, the board has handled 8 slow-progressing projects, of which 2 projects have been terminated (Dong Nam Quang Tri Economic Zone Expert Housing Area, Nam Gan - Trieu Phong Melaleuca Farm and Development); has adjusted the implementation progress of 6 projects and is continuing to urge and supervise the implementation according to the approved adjusted progress.
There are 3 projects behind schedule in completing investment preparation procedures. In addition, 9 projects behind schedule are being reviewed and considered for handling. Of these, 3 projects are being considered for termination, including: Apec Mandala Grand Cua Viet and 5-star Hotel Complex; HPP Kingston HPP Luxury Resort; Construction, development and business of infrastructure of Dong Gio Linh Industrial Cluster.
For projects that are behind schedule due to force majeure, the committee proposes to review and support investors to take remedial measures and implement them according to regulations. For projects that are behind schedule due to land clearance problems, the committee will coordinate with investors and local authorities to promptly resolve the issue and hand over land to investors to implement the project.
Regarding projects that are behind schedule due to the lack of determination of enterprises to implement, the Board urges investors to promptly implement the project. In case of failure to fulfill the commitment, the Board will coordinate with departments, branches and localities to complete legal procedures and advise the Provincial People's Committee to resolutely terminate the project according to regulations...
Concluding the meeting, Acting Chairman of the Provincial People's Committee Ha Sy Dong agreed in principle to allow investors to study and invest in projects in the My Thuy port area to keep up with progress and ensure synchronization in the port, contributing to filling the Southeast Economic Zone to serve socio-economic development. The province will report to competent authorities on related contents to ensure compliance with legal regulations.
Agree with the proposal of the Provincial Economic Zone Management Board on solutions to handle slow-progressing projects in the area. Request departments, branches, sectors and localities to closely coordinate to remove difficulties and obstacles for investors; resolutely terminate projects for investors who are slow and do not fulfill their commitments.
