The meeting assessed the results of the direction and operation of the Provincial People's Committee in February 2024; the implementation of socio-economic development tasks, ensuring national defense and security in February 2024 and deploying tasks in March 2024.

Accordingly, in February 2024, the agricultural sector and localities focused on directing agricultural, forestry and fishery production. Up to now, the whole province has planted a total area of 62,918 ha/57,680 ha of crops for the 2023-2024 Winter-Spring crop, reaching 109.14% of the plan. The whole province is estimated to have completed harvesting with a total area of 53,958 ha/53,958 ha of implemented area, reaching 100% of the 2023 Autumn-Winter crop. It is estimated that in February, the total herd of livestock and poultry in the province is currently about 18.148 million heads; the output of fresh meat for slaughter is estimated at about 22,294 tons.
The industrial production index in February 2024 is estimated to increase by 3.67% over the same period in 2023, down 9.7% over January 2024; the cumulative increase in the first 2 months of 2024 is 10.29% over the same period in 2023. Commercial activities maintain growth rate, goods are abundant, e-commerce develops strongly. Revenue from services maintains high growth rate. Total retail sales of goods and service revenue in February 2024 is estimated at VND 8,975 billion, down 7.4% over the previous month. The cumulative in the first 2 months of 2024 is estimated at VND 18,671.25 billion, up 12.5% over the same period in 2023, reaching 18.7% of the yearly plan.

The province's total export turnover is estimated at 130 million USD, down 34% compared to the previous month; the accumulated turnover in the first 2 months of 2024 is estimated at 327 million USD, up 40.5% over the same period in 2023, reaching 20.4% of the annual plan. The province's total import turnover in February 2024 is estimated at 40 million USD, up 8.1% compared to the previous month. The accumulated turnover in the first 2 months of 2024 is estimated at 77 million USD, up 99.5% over the same period in 2023, reaching 73.3% of the annual plan.

In February, the total state budget revenue in the area is estimated at 516,446 billion VND; the accumulated revenue in the first 2 months of the year is estimated at 1,596.99 billion VND, equal to 22.81% of the central budget estimate and 18.79% of the provincial People's Council's budget estimate, down 7.18% over the same period in 2023. Of which, revenue from financial measures: 233,027 billion VND, reaching 12.3% of the central budget estimate and 7.3% of the provincial People's Council's budget estimate. The total local budget expenditure is estimated at 927,202 billion VND; the accumulated revenue in the first 2 months of the year is estimated at 3,273,469 billion VND, equal to 15.63% of the central budget estimate and 14.37% of the provincial People's Council's budget estimate, down 11.27% over the same period in 2023.
Regarding public investment disbursement in 2024, by February 20, 2024, the detailed allocation to each project was VND 3,952,515 billion, disbursed VND 596,060/VND 3,952,515 billion, reaching 15.1% of the plan (11.6% higher than the same period last year (same period 3.5%).

Concluding the meeting, comrade Pham Ngoc Nghi - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee requested the departments, branches and localities of the province to continue to focus on implementing the tasks of 2024 according to the set plan. In particular, continue to focus on implementing the task of disbursing capital for basic construction investment, especially the local capital, the disbursement has not met the set requirements; strive to disburse on schedule, in accordance with the project's objectives, put into use soon, promote the investment efficiency of the projects; implement solutions to ensure the completion of the state budget collection plan in 2024, focusing on the group of financial measures; in addition, urgently complete the procedures related to key projects calling for investment; focus on reviewing and removing obstacles to speed up the progress, ensuring the timely completion of works celebrating the 120th anniversary of the province's establishment; Focus on removing difficulties and obstacles for businesses, especially those related to land, land rental prices, etc.
