From January 1, 2025, general inventory of public assets

According to the approved Project, the scope of the general inventory of public assets at agencies, organizations, units, and infrastructure assets invested and managed by the State nationwide includes:

- Public assets at agencies, organizations and units as prescribed in Clause 1, Article 4 of the Law on Management and Use of Public Assets that meet the criteria of fixed assets as prescribed in Circular No. 23/2023/TT-BTC dated April 25, 2023 of the Minister of Finance (except for special assets at units of the people's armed forces, assets on the list of state secrets), including: Offices, public service facilities (including land use rights for construction of office buildings, public service facilities); cars; special fixed assets; other fixed assets.

- Infrastructure assets invested and managed by the State (excluding assets partially supported by the State in terms of funding, materials, etc. for construction investment), including:

+ Transport infrastructure assets (railway, road, aviation, inland waterway, maritime);

+ Clean water infrastructure assets;

+ Irrigation infrastructure assets;

+ Commercial infrastructure assets are markets;

+ Infrastructure assets of industrial clusters and industrial parks;

+ Infrastructure assets of economic zones;

+ Infrastructure assets of high-tech zones;

+ Infrastructure assets of concentrated information technology parks;

+ Infrastructure assets to respond to climate change are dikes;

+ Fishing port infrastructure assets;

+ Infrastructure assets of cultural institutions, sports institutions at grassroots level (commune level, village level), cultural villages;

+ Technical infrastructure assets are underground urban construction spaces.

Subject of inventory

The Decision clearly states that, for public assets at agencies, organizations and units as prescribed in Clause 1, Article 4 of the Law on Management and Use of Public Assets, the subjects of inventory include: State agencies, public service units, units of the People's Armed Forces, agencies of the Communist Party of Vietnam, the Vietnam Fatherland Front, socio-political organizations, social organizations, socio-professional organizations and other organizations established in accordance with the provisions of the law on associations (referred to as agencies, organizations and units) that are managing and using public assets.

For infrastructure assets invested and managed by the State: Subjects (agencies, organizations, units, enterprises and other subjects) are managing infrastructure assets invested and managed by the State.

Inventory time (inventory data closing time): 0:00 on January 1, 2025.

Inventory principles

The decision clearly states the principles of asset inventory.

Specifically, assets within the scope of inventory that are directly managed/temporarily managed by the above-mentioned inventory subjects must be inventoried, except for the following assets:

- Assets that at the time of inventory are in the process of investment, construction, and purchase, and have not been completed and put into use; assets formed after the time of inventory.

- Assets being used to participate in investment projects under the public-private partnership method; assets being used for joint ventures and associations in the form of establishing new legal entities (except in cases where the new legal entity is a public service unit).

- Assets assigned to the enterprise for management and calculation of the state capital component in the enterprise. In case the asset is a system, in which a part has been assigned to the enterprise for management and calculation of the state capital component in the enterprise but this part cannot be separated, an inventory shall be conducted for the entire system.

The decision to request an inventory is based on the actual counting of assets at the time of inventory; compared and cross-checked with the data monitored and recorded in the accounting books.

For assets that are being monitored and accounted for in accounting books but at the time of actual inventory are no longer at the agency, organization, unit or enterprise, the agency, organization, unit or enterprise that is monitoring and accounting for the assets is responsible for handling them according to its authority or reporting to the competent authority or person to handle the discovered missing assets according to the provisions of relevant laws; the value of these assets is not included in the value of the inventory assets.

Complete the general inventory by March 31, 2025.

The general objective of the Project is to grasp the current status of public assets at agencies, organizations, units, infrastructure assets invested and managed by the State in terms of quantity, value, structure, current usage status, etc. as a basis for perfecting policies and laws on management and use of public assets; serving the development of strategies and plans for socio-economic development; serving the work of reporting on the management and use of public assets, providing information to prepare state financial reports, reports on thrift practice, and anti-waste according to the provisions of law.

The goal is to complete the preparation work to serve the general inventory of public assets at agencies, organizations, units and infrastructure assets invested and managed by the State by December 31, 2024.

Complete the general inventory by March 31, 2025.

By July 1, 2025, complete the synthesis of inventory results, develop a summary report on public assets at agencies, organizations, units, and infrastructure assets invested and managed by the State nationwide.
