General inventory of public assets is implemented smoothly

From January 1, 2025, units and localities in the province began accessing the General Inventory of Public Assets software of the Ministry of Finance to implement the entry of asset inventory data. With careful preparation in advance in terms of knowledge and professional skills, the asset inventory work was initially implemented smoothly, without any problems or difficulties. Departments, branches and local units strive to carry out the general inventory task quickly and accurately, ensuring the progress set by the province and the central government.

Staff of the Administrative - General Department, Quang Ninh Forestry Sub-Department reviewed, inspected the current status, and declared the list of public assets of the unit.

At the Forest Protection Department (Department of Agriculture and Rural Development of the province), the review, counting, declaration and listing of public assets are periodic tasks of the unit. However, when starting to implement the general inventory according to Decision No. 213/QD-TTg of the Prime Minister, the Forest Protection Department focused on carefully studying and disseminating to professional departments about the new regulations; sending staff to directly participate in training on data entry skills, processing information in tables, synthesizing inventory data and reporting on inventory.

Ms. Phan Thi Thuy, an expert from the Administrative - General Department, Quang Ninh Forest Protection Department, is the officer directly in charge of the unit's public asset inventory, sharing: Implementing the task of general asset inventory under the direction of the Department of Agriculture and Rural Development, the officers directly performing the task have participated in professional training courses organized by the Department of Finance in coordination with the Ministry of Finance. Along with that, the unit's officers also practiced trial inventory on the system and directly answered questions and recommendations for adjusting the software to suit the unit's characteristics before the official general inventory task. Starting to implement the general inventory from January 1, 2025, data entry, data reconciliation, synthesis and reporting of inventory results have been carried out relatively smoothly, with no problems arising so far.

Staff of the Administrative - General Department, Provincial Forest Protection Department began entering data on the General Inventory of Public Assets software system of the Ministry of Finance.

It is known that this general inventory of public assets and infrastructure assets invested and managed by the State at agencies, organizations and units was carried out under Decision No. 213 of the Prime Minister with many new points. Notably, the inventory was carried out for many different types of assets, such as: Offices, public service facilities (including land use rights to build offices and public service facilities); cars; special fixed assets; other fixed assets; transport infrastructure assets (railways, roads, aviation, inland waterways, maritime); clean water supply infrastructure, irrigation, markets, industrial clusters, industrial parks, etc. The volume of assets to be inventoried is large, with many figures and tables, requiring very high accuracy.

At the Department of Agriculture and Rural Development of the province - one of the units with a large number of public assets, many types of special public assets, the unit has been making efforts to carry out the task of general inventory in accordance with the direction of the province and the central government. In particular, the Department pays special attention to guiding the inventory indicators, forms, methods of synthesizing inventory results, reporting inventory results of some special assets, such as: Rural clean water infrastructure assets; irrigation infrastructure assets; infrastructure assets responding to climate change such as dikes, fishing ports under the management of the province...

Staff of the Office of the Department of Agriculture and Rural Development of Quang Ninh entered inventory data into the system, compared, summarized and reported inventory results.

Mr. Vu Duy Van, Deputy Director of the Department of Agriculture and Rural Development, said: Strictly implementing the direction of the province and the guidance of the Department of Finance, the Department of Agriculture and Rural Development has carefully prepared and quickly started to implement the task of conducting a general inventory of public assets and infrastructure assets invested and managed by the State. The quick and accurate implementation of the general inventory helps the Department grasp the current status of public assets in terms of quantity, value, structure, current status of use... to continue to effectively manage and use public assets after the Department is merged under the new model.

Together with the provincial Department of Agriculture and Rural Development, from January 1, 2025, all units and localities in the province will also begin to enter data, compare and summarize, and report the results of the inventory of public assets managed and used by the unit and locality. The general spirit that all units and localities thoroughly implement in performing the general inventory task is to be quick, accurate, and not to allow delays that affect the implementation progress of their unit and the superior unit.

The task of conducting a general inventory of public assets according to Decision No. 213 of the Prime Minister will provide the most complete and accurate figures on existing public assets, thereby classifying assets and providing a basis for perfecting policies and laws on management and use of public assets. In particular, from conducting a general inventory of public assets, there will be solutions to apply information technology in asset management; at the same time serving the development of strategies and plans for socio-economic development; providing information for making state financial reports, practicing thrift, and combating waste. With careful preparation and synchronous and focused implementation, Quang Ninh strives to complete the task of conducting a general inventory of public assets according to the schedule set out in Decision No. 213/QD-TTg of the Prime Minister and Plan No. 114/KH-UBND of the Provincial People's Committee.
