Ensuring savings in management and procurement of public assets
Presenting the report, Minister of Finance Ho Duc Phoc said that in 2023, the practice of thrift and anti-waste will be promoted and developed in many fields, contributing to mobilizing, managing and effectively using human resources, material resources, financial resources, ensuring national defense, security, foreign affairs, social security and social welfare of the country.
Specifically, in 2023, the management of state budget expenditures will be proactively and closely implemented according to estimates, ensuring compliance with policies and regimes, thoroughly saving regular expenditures, and cutting unnecessary and slow-to-implement spending tasks. The total savings in state budget and capital in 2023, according to reports from ministries, branches and localities, is 83 trillion VND.
The management and procurement of public assets in ministries, branches and localities in 2023 will continue to change, ensuring strictness and savings. As of December 31, 2023, the national database on public assets will continue to be updated and operated effectively, updating 2.23 million assets with an original value of VND 2.3 million billion.
Institutional reform on public investment continues to receive attention, promptly removing difficulties and obstacles in project implementation, contributing to accelerating the progress of disbursement of public investment capital. Cumulative payments from the beginning of 2023 to January 31, 2024 are 661.7 trillion VND, reaching 80.75% of the plan (reaching 92.99% of the plan assigned by the Prime Minister). Promoting disbursement of public investment capital contributes to starting new constructions and accelerating the progress of many key national infrastructure projects and works.
Regarding the organization, management, use of labor and working time in the State sector, by the end of 2023, 7,867 public service units had been reduced (236 units were reduced in 2023), leaving 46,385 public service units. The number of subjects of staff reduction in 2023 is 7,151 people; ministries and agencies have issued or submitted to competent authorities for issuance of 30 documents to reduce and simplify 341 business regulations, simplify 528/1,086 administrative procedures.
Along with that, the Government and the Prime Minister continue to direct innovation, improve operational efficiency and mobilize resources, promote development investment; promote arrangement, equitization, divestment, and restructuring of state-owned enterprises. In 2023, state capital was divested from 5 enterprises with a value of VND 11.7 billion, earning VND 24 billion; State-owned corporations, groups, and enterprises divested from 7 enterprises with a value of VND 53.5 billion, earning VND 206.3 billion.
In addition, inspection work contributes to promoting thrift practice and combating waste. In 2023, the Inspection sector conducted 7,689 administrative inspections and 193,774 specialized inspections and checks; detected economic violations of VND 257.7 trillion and 616 hectares of land; recommended the recovery of VND 188.6 trillion and 166 hectares of land.
Improve the effectiveness of inspection work in key areas
Along with the achieved results, the work of practicing thrift and fighting waste in 2023 still has certain shortcomings and limitations such as: the situation of outstanding debts, slow issuance of detailed regulations, instructions for implementing laws and ordinances has not been thoroughly overcome; the reduction of administrative procedures is sometimes slow, not timely, and drastic; administrative procedures in some areas are still cumbersome and complicated, causing difficulties for people and businesses; the arrangement, consolidation and streamlining of the apparatus, reducing focal points, and reducing intermediate levels still have some shortcomings...
In 2024, the Prime Minister issued a comprehensive program on practicing thrift and combating waste with 9 key tasks and 5 groups of solutions for implementation: Ministries, branches and localities develop plans to implement thrift goals and targets in each field, in which specific and clear assignment and decentralization of responsibilities of each agency, organization, affiliated unit, each cadre, civil servant and public employee are clearly defined, associated with regular inspection and evaluation work, ensuring effective implementation of the Program.
Complete legal regulations related to thrift practice and waste prevention, propose amendments to the 2013 Law on Thrift Practice and Waste Prevention; promote information, propaganda, and dissemination of laws on thrift practice and waste prevention and related policies and guidelines of the Party and State;
Strengthening the practice of thrift and combating waste in the following areas: State budget management; management and use of public investment capital; management and use of public assets; management of resources and minerals, especially land; management of State capital and assets invested in enterprises; organizational structure, labor management, and working time.
Strengthen and improve the effectiveness of inspection and examination of the development and implementation of the Program on practicing thrift and combating waste; inspect and examine the implementation of legal provisions in areas under the Law on Practicing Thrift and Combating Waste and specialized laws, focusing on key areas such as land, public investment, construction, public finance, resources and minerals. Strictly implement legal provisions on handling violations against heads of agencies, units and individuals who allow waste to occur.
