Quang Ninh Mr. Nguyen Thanh Nam, Chief of Police of Bai Chay Ward, Ha Long City, was warned and considered for transfer due to uncivilized behavior in a traffic collision.
The decision was announced by the Inspection Committee of the Ha Long City Party Committee on the afternoon of May 22. The Ha Long City Party Committee determined that Mr. Nam violated regulations on exemplary responsibility of cadres, party members, and public security officers, violated Party regulations and the code of conduct of the public security sector.

According to the inspection results, on the evening of May 17, Mr. Nam drove a car while under the influence of alcohol, driving in the wrong lane, leading to a traffic collision. Mr. Nam then behaved in an uncivilized and unethical manner, challenging and demanding to arrest the other driver. The incident was recorded by a local resident and posted on social media.
According to Article 7 of the Code of Conduct issued in March 2023, when communicating and working with people, public security officers and soldiers must be warm, enthusiastic, and responsible; address people properly, be polite, gentle, modest, receptive, listen to and accept correct comments; prioritize solving work with the elderly, the weak, the disabled, the sick, and pregnant women; and not cause tension, frustration, or intimidation of people.
