According to Mr. Hung, on social networks today, images of ugly Hanoians are spread more than images of beautiful Hanoians.

Mr. Hung expressed his opinion at the seminar "Press and media participate in building elegant and civilized Hanoians" organized by the Hanoi Journalists Association, the Hanoi Party Committee's Propaganda and Mass Mobilization Department, and Tuoi Tre Thu Do newspaper on the afternoon of March 24 in Hanoi.

Many opinions at the conference also had the same assessment as Mr. Hung.

Delegates at the conference assessed the role of the press and media in building and promoting the elegant and civilized values of Hanoians, and discussed solutions to innovate content and propaganda methods in line with the trend of the digital age.

There are very few pictures of elegant Hanoians online.

Mr. Hung said that currently on social networks, there are many pages about Hanoi. These pages share information about elegant Hanoians but many images of ugly Hanoians, causing the public to be "confused".

Mr. Hung asked the question: Is it the fault of the media that the image of ugly Hanoians is spreading more widely on social networks?

He believes that press agencies must make more use of digital platforms and create strong social media channels to spread the beauty of Hanoi's culture and overcome negative information.

Dr. Nguyen Anh Vu - editor-in-chief of Van Hoa newspaper - also shares this proposal.

According to Mr. Vu, press agencies need to develop technology and multi-platforms to better disseminate standards of cultural behavior, promote good actions, and at the same time reflect deviant behavior.

He also proposed that Hanoi city should encourage people to actively share beautiful stories and meaningful actions on digital platforms.

"For a long time, good behavior has spread weakly, but bad behavior has spread very strongly on social networks," said Mr. Vu.

Less traffic jams, Hanoi people will probably behave better

Some delegates said that the current behavioral culture of Hanoians is ugly and alarming in reality.

Mr. Phung Cong Suong - editor-in-chief of Tien Phong newspaper - said that the current stressful living conditions in Hanoi also greatly affect the behavioral culture and character of Hanoi people.

Because of the increase in electricity prices and traffic jams, human behavior has become ugly over time.

Mr. Suong said and gave an example of a mother who takes her child to school on a congested road every day, is also very frustrated, ready to climb onto the sidewalk, run red lights to get there on time, and is ready to get angry at anyone who touches her, with words that are not very civilized.

Day after day, the children sitting behind their mother also absorbed that attitude, or saw their mother running red lights loudly and thought that living in the capital, if they did not run red lights or climb onto the sidewalk, they would never have a way to go.

So the lack of civilization will continue in the following generations.

Mr. Suong said that recently the press has done a very good job of promoting the building of elegant and civilized Hanoians, but Hanoi still needs to do many other things, and must educate from each family and each school to have sustainable elegant and civilized Hanoians.

Colonel Ngo Anh Thu - Deputy Editor-in-Chief of the People's Army Newspaper - commented that along with propaganda and education, Hanoi also needs to invest in infrastructure to serve people well.

He believes that if there were no traffic jams, there were more free public toilets, more park benches, etc., then surely Hanoians would behave better.

Hanoi has two codes of conduct.

Mr. Nguyen Huy Cuong - Deputy Head of the Propaganda and Mass Mobilization Department of the Hanoi Party Committee - said that the Hanoi Party Committee always identifies building elegant and civilized Hanoians as an important content in Hanoi's cultural development strategy, which has been specified in the major work programs of the City Party Committee in many consecutive terms.

The Hanoi People's Committee issued two sets of codes of conduct: "Code of conduct for civil servants, public employees and workers in agencies under the city" and "Code of conduct in public places in Hanoi".
