On the afternoon of July 20, Chairman of the City People's Committee Tran Sy Thanh presented the Decision approving the Local Adjustment of the Detailed Planning at a scale of 1/500 on both sides of Nhat Tan - Noi Bai route (section 3) of the Smart City construction investment project area, phase 1 and phase 2, to the North Hanoi Smart City Development Investment Joint Stock Company.
The objective of the planning adjustment is to concretize the project of Local Adjustment of the Master Plan for Construction of Hanoi Capital to 2030 and Vision to 2050 and Local Adjustment of the GN, N8 Urban Sub-Zone Planning at a scale of 1/5,000 in the area approved by competent authorities, in accordance with current Construction Standards and Design Standards.

At the same time, to build a green, smart urban area with synchronous technical infrastructure and social infrastructure to meet the criteria according to the urban model of developed countries. Using advanced, modern technology, applying smart information technology to operate and manage green urban areas, saving energy and improving the quality of life of people in urban areas.
Accordingly, the planning adjustment area belongs to the administrative boundaries of the communes: Hai Boi, Vinh Ngoc, Kim No, Dong Anh district, Hanoi city. The North coincides with the boundary of the main urban road (Hoang Sa road) 72.5m wide. The West coincides with the boundary of the main regional road 30m wide and the inter-regional road 40m wide. The South coincides with the boundary of the road at the foot of the Red River dike; coincides with the boundary of Phuong Trach 2 pumping station project - Phuong Trach pumping station channel project and the 17m wide regional road bordering Phuong Trach village. The East coincides with the center of the inter-regional road 50m wide and the boundary of the main regional road 30m wide (bordering Phuong Trach village).
The total land area within the scope of the planning adjustment study is about 140.23 hectares. The population size after adjustment is about 21,110 people.
According to the approved detailed planning scale of 1/500 on both sides of Nhat Tan - Noi Bai route, the planning adjustment research area has a total area of about 140.23 hectares, divided into 2 areas.
Area A is the majority of planning block 3.1 (planning block area 6-8 of GN urban subdivision) including land use functions: Phuong Trach lake water surface; 6 public city land blocks; 8 city green land blocks; 2 religious relic land blocks (Hung Long Tu pagoda and Tinh Am pagoda); 2 low-rise housing land blocks; 1 land block for Hai Boi village resettlement; 1 public land block for residential units; 1 land block for kindergartens; 1 land block for residential units' green land blocks and 1 land block for parking lots and roads.

Area B is part of planning block 3.2 (belonging to planning block VIII.1.1 of urban subdivision N8) including land use functions: 4 land plots for 25-storey apartment buildings; 1 land plot for kindergarten; 1 land plot for parking lot; 1 land plot for residential green space and traffic roads.
To specify and comply with the local adjustment of the GN Urban Zoning Plan, scale 1/5000 (planning area 6-8); local adjustment of the N8 Urban Zoning Plan, scale 1/5000 (planning area VIII.1.1) which has been approved, the following adjustments are now made:
In area A, adjust the shape of Phuong Trach lake (Southern area of the lake), ensure the water surface area of 54 hectares, reorganize the green tree system, walking paths around the lake and low-rise housing lots to effectively exploit the urban landscape.
Adjust to form a complete residential unit with the following functions: School land, kindergarten, public land for residential units, residential green space, residential land (high-rise, low-rise), mixed high-rise residential land, traffic roads. Arrange mixed high-rise residential land plots on the side adjacent to Ta Hong dike.
The areas retained in their current state include the existing land of Hai Boi Commune Health Station; review and adjust the boundaries of religious areas and relics to ensure they are consistent with the actual situation.
Regarding the population of area A, according to the approved 1/500 detailed planning, the population is about 740 people; now adding about 10,498 people, the adjusted population is 11,238 people (in accordance with the local adjustment of the approved GN zoning plan at block 6-8).
In area B, adjust the function of the apartment blocks into mixed-use blocks, increase the building height from 25 floors to 45 floors, rearrange the layout and shape of the blocks, add green trees and parking lots to serve the area to suit the smart urban model and TOD area with the advantage of being adjacent to the station of urban railway line No. 2.
The population of area B, according to the approved detailed planning, is about 3,072 people, now with an additional 6,800 people, the adjusted population is 9,872 people (in accordance with the local adjustment of the approved urban subdivision planning N8 at block VIII.1.1).
Speaking at the ceremony, Mr. Shiomi Keigo, General Director of Sumitomo Group in Asia - Oceania, emphasized: "The Smart City project is very important to Sumitomo Group and its strategic partner, BRG Group.
