On February 13, the Hanoi People's Committee issued Decision 699 on the allocation of 24,000.6 square meters of land at plot number CT3 in Kim Chung New Urban Area, Kim Chung Commune, Dong Anh District to the Joint Venture of Hanoi Housing Investment and Development Corporation and Viglacera Corporation - JSC to implement the project of building a social housing area according to the approved investment policy.
Of which, more than 2,701m2 is used for traffic construction land and 21,299m2 is used for urban residential land.
For the area of 21,299m2, the State allocates land with land use fees collected. The land use term for the investor is from the date of signing the land allocation decision until November 10, 2061. The land use term for the apartment owner is long-term stable use.

For the 2,701.6m2 of land used for internal traffic roads, the investor is responsible for synchronously constructing technical infrastructure, maintaining and repairing the project after construction investment and handing it over to the local government for management and common use of the city according to regulations. The State allocates land without collecting land use fees.
Regarding the method of land allocation, the Decision stipulates that land allocation does not involve auctioning land use rights or bidding to select investors to implement projects using land.
The Hanoi People's Committee requested the Hanoi Housing Development and Investment Corporation and Viglacera Corporation - JSC to contact the Hanoi Department of Natural Resources and Environment to receive land handover on the map and in the field; provide guidance on determining specific land prices and exempt land use fees according to regulations.
Enterprises are also assigned to contact the City Tax Department to calculate land use fees, pay land use fees and other related financial obligations (if any).
In addition, the investor needs to contact the Department of Planning and Architecture to carry out procedures to adjust the master plan for the area of more than 1,204m2 (lot CT3) of land overlapping with the Kim Chung Market Construction Project, Kim Chung commune according to regulations.
The Hanoi People's Committee assigned the Department of Natural Resources and Environment to guide the procedures for land handover on the map and in the field; guide the determination of specific land prices and exemption of land use fees according to regulations; direct the Hanoi Land Registration Office to carry out procedures for adjusting land changes in cadastral records, and issue Certificates of land use rights and ownership of assets attached to land after the Investor has fulfilled its financial obligations (if any) according to regulations.
The Hanoi Tax Department is assigned to determine land use fees payable, supervise and urge the implementation of financial obligations, collect land use fees and other financial obligations (if any) according to regulations.
The Department of Construction is assigned to preside over and guide the implementation of construction licensing procedures according to regulations (if any); responsible for the acceptance of construction quality before putting the construction into operation.
