Consider the causes of reduced farmer profits

Through the opinions expressed at the conference, the delegates basically agreed with the report and recommendations of the Department of Processing Quality under the Ministry of Agriculture and Environment. At the same time, enterprises, industry associations, and localities also proposed many issues and solutions in the short and long term. In particular, Minister Do Duc Duy acknowledged the opinions of the Deputy Ministers of Industry and Trade, Deputy Minister of Foreign Affairs and Deputy Governor Dao Minh Tu who clarified a number of issues that enterprises and localities were concerned about and affirmed that ministries and sectors always strive to accompany localities, enterprises, associations and farmers towards the goal of sustainable development of the rice industry, including developing the domestic market and export.

Commenting and assessing the current rice situation, Minister Do Duc Duy said that, in fact, rice exports of all countries are facing common difficulties, when supply increases but demand has not really recovered strongly.

However, it is necessary to frankly admit that Vietnam's rice export price is decreasing more deeply than other countries, which requires a comprehensive assessment considering factors from the partner side, or unfair competition in the industry... Minister Do Duc Duy suggested that this phenomenon needs to be clarified, especially when traders and intermediaries may be reducing farmers' profits, affecting their psychology.

Calculate solutions to avoid negative impacts on farmers and businesses

To cope with current difficulties and maintain sustainable development of the rice production industry in the future, with immediate solutions, the Minister suggested improving the production structure and product quality, in which we continue to shift more strongly to high-quality rice products. In particular, for expanded areas and increased crops, priority should be given to developing high-quality rice varieties. The Ministry of Agriculture and Environment will continue to implement the Project of 1 million hectares of high-quality, low-emission rice, research on drought-resistant, salt-resistant, and pest-resistant rice varieties to cope with climate change.

Strengthening deep processing and diversifying products, shifting from raw exports to deeply processed products such as rice flour, vermicelli, dried pho, organic products and specialties. This is an important direction to increase the added value of rice products.

Promote investment in infrastructure and logistics, including improving warehousing and preservation systems, building modern warehouses, investing in transportation and logistics to reduce transportation costs and optimize the supply chain.

Minister Do Duc Duy said that it is necessary to build a sustainable and environmentally friendly rice brand. “Along with building a brand, we need to focus on developing demanding but potential markets such as Japan, the EU and the US. Although these markets do not have large export values, they are very stable and are less affected by fluctuations in the world market.” - Minister Do Duc Duy shared.

In addition, increase exports to new markets such as the Middle East, Africa and high-quality markets. At the same time, promote FTA negotiations with these markets and build government-level cooperation agreements to take advantage of export opportunities.

The Minister suggested that it is necessary to unify and implement timely measures to support the market to maintain stability, especially in the context of the upcoming winter-spring crop harvest.

“All proposed solutions need to be carefully calculated to ensure positive impacts and limit negative impacts, especially for farmers and the business community. We need to be cautious but decisive; quick but certain to be able to respond effectively to the current export market situation,” Minister Do Duc Duy emphasized.

Developing a sustainable rice industry, towards a prosperous future

With resolute and flexible actions, Minister Do Duc Duy believes the market will recover when solutions to support businesses and farmers are effectively implemented.

In the long term, the Minister suggested that the Ministry of Agriculture and Environment should focus on research, improving production structure and quality, focusing on high-quality and high-value rice varieties and specialty rice varieties; Continue to advise the Government to approve and implement the Project "Developing a logistics system to improve the quality and competitiveness of Vietnamese agricultural products by 2030", in order to improve storage, preservation and modernity, contributing to ensuring the quality of rice for export at times when the world market has high import demand and prices; Research and advise on building and developing sustainable and environmentally friendly rice brands...

In addition, the Ministry also needs to direct and coordinate with media agencies to carry out information and propaganda work, helping farmers and businesses fully grasp information about production plans and the rice consumption market situation. "We should not let one or two individual incidents lead to false information that affects the reputation of the Vietnamese rice industry." - Minister Do Duc Duy said.

For the Minister of Industry and Trade, it is necessary to continue to preside over and promote the implementation of tasks and solutions to implement the "Strategy for developing Vietnam's rice export market to 2030"; promptly establish interdisciplinary inspection and examination teams to monitor production and purchasing activities of enterprises in this field, thereby creating a healthy competitive environment, selecting typical enterprises to accompany the people.

Continue to research, review, and propose additional criteria and conditions for rice trading and exporting enterprises, with priority and incentives for units with production and product consumption chains to overcome the situation of price pressure on farmers.

Take the lead in enhancing trade promotion, boosting exports in large markets, potential markets, with much room for Vietnamese product segments; Strengthen solutions to promote domestic rice consumption; pay attention to national trade promotion programs and activities on training, product development coaching, packaging design to diversify rice products for domestic consumption.

For the State Bank of Vietnam, it is necessary to direct commercial banks to create favorable conditions for people and businesses to access credit capital with preferential interest rates, meeting credit needs for rice purchasing and export, especially purchasing winter-spring rice in the Mekong Delta provinces.

The Ministry of Finance should consider directing and facilitating early export tax refunds to facilitate rice trading and exporting enterprises; Directing customs to create a quick and convenient customs clearance mechanism for exporting enterprises; Strengthening inspection of rice import and export activities to create transparency and fairness for the market;

For the Ministry of Foreign Affairs, it is necessary to advise on solutions and economic diplomacy activities to enhance and facilitate Vietnam's rice exports to international markets.

Regarding localities, the Minister requested leaders of People's Committees of provinces and centrally-run cities, together with relevant departments and branches, to implement drastic directions on sustainable development of rice production. In particular, he requested localities to continue implementing the Project on developing 1 million hectares of high-quality and low-emission rice associated with green growth in the Mekong Delta by 2030.

Minister Do Duc Duy said that localities also need to effectively implement approved production plans, while closely monitoring crop schedules and rice purchasing situations to come up with appropriate solutions to serve management and export work.

One of the important solutions is to adjust the crop structure, scale and production time to suit actual conditions. “I completely agree with Kien Giang's proposal to proactively adjust the crop season, as well as apply the production method to order with businesses. We have been successful in applying this model to other products such as fruits, and I believe that applying this model to rice will help create sustainable chains, ensure product output, and minimize risks for farmers.” - Minister Do Duc Duy shared.

For rice exporting enterprises, the Minister suggested that enterprises proactively seek markets and improve the production, processing, and consumption chain. Reducing intermediaries will help reduce costs and at the same time ensure the interests of both farmers and enterprises. Enterprises also need to actively participate in temporarily purchasing rice for farmers, helping them overcome difficulties during the peak harvest period. This is a practical solution to stabilize prices and protect the market.

In addition, businesses are encouraged to actively participate in the production, supply, and consumption chains of rice. This not only helps reduce risks for businesses, but also creates sustainable production models that benefit all parties involved. Businesses also need to proactively register for temporary purchase plans to coordinate with local authorities and the Ministry of Industry and Trade in managing production and export.

With decisive and flexible actions, Minister Do Duc Duy believes that the market will recover when solutions to support businesses and farmers are effectively implemented. Along with that, with close coordination between functional agencies, businesses and localities, current difficulties will be overcome and the rice industry will continue to develop sustainably.
